СТРАТЕГІЯ ФІНАНСУВАННЯ ОСВІТИ, ОРІЄНТОВАНА НА РЕЗУЛЬТАТ: ЛОГІКА ІНТЕРВЕНЦІЇ І ПОКАЗНИКИ ДЛЯ УРЯДУ УКРАЇНИ
Анотація
Проблема неефективного фінансування освіти та відсутність життєздатної стратегії фінансування в сфері освіти є надзвичайно актуальною та нагальною. Вирішення цієї проблеми є загальнонаціональним питанням, яке стосується більшості українців. У статті проаналізовано досвід кращих практик стратегічного планування на основі принципів орієнтованого на результатах управління (RBM). Охарактеризовано процес стратегування та його основні етапи. Розглянуто основні переваги підходів RBM. Розроблено проєкт стратегії фінансування освіти, орієнтованої на результат, зокрема, визначено стратегічні, операційні та кінцевий результати, в тому числі індикатори їх вимірювання. В основу стратегії покладено чотири групи правил фінансування освіти, які формують систему взаємопов’язаних елементів: правила уряду власне для центрального уряду, правила уряду для місцевих бюджетів; правила уряду для окремих закладів освіти, правила уряду для домашніх господарств (здобувачів освіти та їх родин). Надано оцінку основним ефектам впливу запропонованої стратегії на сферу освіти загалом.

RESULTS-BASED STRATEGY ON EDUCATION FUNDING: THE INTERVENTION LOGIC AND INDICATORS FOR THE GOVERNMENT OF UKRAINE
Summary
The lack of an efficient and viable funding strategy of education remains an extremely important and pressing problem for a modern Ukraine. Addressing this issue would benefit the majority of Ukrainians. The article analyzes best practices in strategic planning with a focus on the principles of results-based management (RBM) exemplified by the education funding policy. The rationale behind the identification of the policy "beneficiary" is explained, the problem scale and its reasons are outlined. The hierarchy of objectives in strategic planning is illustrated in combination with respective performance indicators on the proposed model of education funding. The strategic process and its main stages are described. In a nutshell, results-oriented management proves helpful for policymakers not a set of instructions, but rather as a way of reasoning that allows managers to focus on solving the real problems of the people and quickly adapt to changes throughout the policy cycle. The draft of a results-based logic model on education funding is developed with the immediate, intermediate and ultimate outcomes, as well as the indicators thereto. The ultimate outcome of the developed strategy assumes that the learners will receive a sufficient level of education, choosing from various options of contributing to his/her own education during the lifecycle. It is envisaged that, as a result of the implementation of the set objectives, a sufficient number of sound, well-balanced and institutionalized financial rules would be developed and implemented. The strategy is based on four sets of educational funding rules that form a system of interrelated elements: government rules for the national governance; rules on the local budgeting; rules for particular educational institutions; and the government rules for the households (learners and their families). Particular attention is paid to the risks and assumptions underpinning the proposed strategy for Ukraine. The overall impact of the proposed strategy on the education sector is assessed as well.
