ІНКЛЮЗИВНИЙ ТА УНІВЕРСАЛЬНИЙ ДИЗАЙН СУЧАСНОГО МІСТА В УМОВАХ ЦИФРОВОЇ ТРАНСФОРМАЦІЇ ЕКОНОМІКИ
Анотація
У статті описується переваги від впровадження універсального дизайну міста, серед чого підвищення якості та комфортності життя. Автори стверджують, що інклюзивний та універсальний дизайн в міському просторі є запорукою дотримання рівних прав для всіх громадян в розумних містах. Дизайн міст є рукотворним та повинен здійснюватися з урахуванням людського різноманіття та життєвого циклу людини. Представлено сучасні компоненти комплексних рішень розумних міст.
Причинами підняття інклюзивного розвитку міст є: збільшення кількості людей з інвалідністю; тенденція до старіння населення та необхідність враховувати потреби людей похилого віку; збільшення кількості батьків з дитячими візками та дітей дошкільного віку; усвідомлення суспільством значимості доступного середовища, його відповідності до потреб громадян.
Автори розглядають інфраструктурні характеристики розумного міста в умовах цифрової трансформації, а саме: транспорт, медицину, безпеку, освіту, ЖКГ, екологію в частині їх відцифрування. Серед перспективних сфер розвитку розумних міст названо розумне будівництво комерційних та інституційних систем; сферу “розумного” транспортування; розвиток ринку розумних будинків. У статті зосереджено увагу на тому факті, що за ефективного використання розумної інфраструктури жителі міст отримають комфортне та безпечне середовище для проживання. Насамперед це стосується процесів цифровізації секторів ЖКГ, енергетики, будівництва та громадського транспорту, масштабного використання інтегрованих цифрових платформ в управлінні містом, освітнім процесом, медичним сектором, а також контролю за захистом довкілля.
Автори статті дійшли висновку, що в цифровій інфраструктурі дані генеруються та забезпечують електронно-комунікаційну взаємодію завдяки функціонуванню електронно-цифрових пристроїв, засобів та систем. Єдиною можливістю підтримки комфорту та безпеки проживання людей у мегаполісі, а також залучення нових жителів, які можуть забезпечити інноваційний розвиток міста, що володіє підприємницьким потенціалом (в тому числі представників креативного класу), є створення зручностей і умов нового типу, заснованих на використанні “розумних технологій”, які нівелюють проблеми високої чисельності населення в місті.

INCLUSIVE AND UNIVERSAL DESIGN OF MODERN CITY IN THE CONDITIONS OF DIGITAL TRANSFORMATION OF ECONOMY
Summary
The article describes the benefits of implementing a universal design of the city, including improving the quality and comfort of life. Authors argue that inclusive and universal design in urban space is the key to equal rights for all citizens in smart cities. Urban design is man-made and must take into account human diversity and human life cycle. Modern components of complex solutions of smart cities are presented.
The reasons for raising the inclusive development of cities are: increasing the number of people with disabilities; the trend towards an aging population and the need to take into account the needs of the elderly; increasing the number of parents with prams and preschool children; public awareness of the importance of the accessible environment, its compliance with the needs of citizens.
Authors consider the infrastructural characteristics of Smart City in the conditions of digital transformation, namely: transport, medicine, security, education, housing and communal services, ecology in terms of their digitization. Among the promising areas of development of smart cities are smart construction of commercial and institutional systems; the sphere of “smart” transportation; development of the smart home market. The article focuses on the fact that with the efficient use of smart infrastructure, city dwellers will receive a comfortable and safe living environment. This primarily concerns the processes of digitalization of the housing, energy, construction and public transport sectors, the large-scale use of integrated digital platforms in urban governance, education, the medical sector, and environmental control.
Authors of the article came to the conclusion that in digital infrastructure data is generated and provide electronic communication interaction through the operation of electronic digital devices, tools and systems. The only way to maintain the comfort and safety of people living in the metropolis, as well as attract new residents who can ensure the innovative development of the city with entrepreneurial potential (including the creative class), is to create new types of facilities and conditions based on “smart technologies” that eliminate the problems of high population in the city.
