МЕТОДИКА ФІНАНСОВОГО КОНТРОЛЮ ГОСПОДАРСЬКОЇ ДІЯЛЬНОСТІ ВІЙСЬКОВИХ ЧАСТИН НАЦІОНАЛЬНОЇ ГВАРДІЇ УКРАЇНИ
Анотація
У даній статті подано розробку методики фінансового контролю господарської діяльності військових частин Національної гвардії України. У якості наукової новизни отриманих результатів виступає розробка теоретико-методологічних засад щодо реалізації фінансового контролю господарської діяльності військових частин Національної гвардії України. В даній роботі акцентована увага на тому, що фінансовий контроль господарської діяльності військових частин Національної гвардії України повинен мати правовий, адміністративний характер. В статті подано детальний аналіз основних методів фінансового контролю військових частин. Розглянуто специфіку організації внутрішнього фінансового та господарського контролю діяльності військових частин. Запропоновані основні принципи здійснення попереднього та наступного внутрішнього фінансового контролю військових частин. В даній статті наведено функції посадових осіб, на яких покладено роботу з організації фінансового контролю. Описані основні аспекти вирішення завдань перевірки законності і достовірності проведених фінансово-господарських операцій з справжніми первинними виправдувальними документами. У статті систематизовано та запропоновано основні дії інспектора-ревизора при проведенні ревізії військових частин Національної гвардії України. В даному дослідженні розглянуто специфіку оформлення перевірок в залежності від їх результатів. Запропоновано перелік заходів у рамках роботи з реалізації результатів фінансового контролю військових частин Національної гвардії України. Систематизовано основні напрямки удосконалення документального оформлення ревізій та перевірок фінансово-господарської діяльності. У статті розглянуто основні аспекти, які слід відобразити при викладі в акті виявлених недоліків, порушень та зловживань. Практичне значення отриманих результатів полягає в формуванні відповідних рекомендацій командуванню військових частин стосовно реалізації фінансового контролю господарської діяльності Національної гвардії України.

METHODS OF FINANCIAL CONTROL ECONOMIC ACTIVITY OF MILITARY UNITS OF THE NATIONAL GUARD OF UKRAINE
Summary
This article presents the development of methods of financial control of economic activity of military units of the National Guard of Ukraine. In a market economy, the control function becomes leading in the management of economic activity. The scientific novelty of the obtained results is the development of theoretical and methodological principles for the implementation of financial control of economic activity of military units of the National Guard of Ukraine. This paper emphasizes that the financial control of economic activities of military units of the National Guard of Ukraine should be legal, administrative in nature. The article presents a detailed analysis of the main methods of financial control of military units. The specifics of the organization of internal financial and economic control over the activities of military units are considered. The basic principles of preliminary and subsequent internal financial control of military units are offered. This article presents the functions of officials who are responsible for the organization of financial control. The main aspects of solving the problems of verifying the legality and reliability of financial and economic transactions with real primary supporting documents are described. The article systematizes and proposes the main actions of the inspector-auditor during the audit of military units of the National Guard of Ukraine. This study considers the specifics of the design of inspections depending on their results. The list of measures within the framework of work on realization of results of financial control of military units of the National Guard of Ukraine is offered. The main directions of improving the documentation of audits and inspections of financial and economic activities are systematized. The article considers the main aspects that should be reflected in the presentation of the identified deficiencies, violations and abuses. The practical significance of the results obtained is the formation of appropriate recommendations to the command of military units regarding the implementation of financial control of economic activities of the National Guard of Ukraine.
