ОСОБЛИВОСТІ ФОРМУВАННЯ ВАРТОСТІ БІОПАЛИВА

Анотація

Стаття присвячена аналізу факторів впливу на вартість біопалива. Встановлено, що саме тверде біопаливо є потужною альтернативою щодо забезпечення енергетичної безпеки, а також скорочення викидів парникових газів у секторі теплогенерації та виробництві електроенергії. Розглянуто основних споживачів твердого біопалива всередині країни. Проаналізовано сукупність заходів державної підтримки виробників біопалива. Досліджено інструменти стимулювання виробників біопалива в Україні. Показано, що всі заходи державної підтримки сектору поновлюваної енергетики поділяють на: прямі субсидії, податкові стимули, приписи про використання біопалива у складі моторного палива, тарифні або торговельні преференції/обмеження. Встановлено, що основними чинниками, що впливають на вартість біопалива є: ціни на нафту; наявність недорогих видів сировини; технологічні прориви, які б змогли знизити вартість біопалива другого покоління; державна політика, а саме податкові преференції та податкові кредити.

FEATURES OF COST FORMATION OF BIOFUELS

Summary

The article is devoted to the analysis of factors influencing the cost of biofuels. It has been established that today there are two world markets for biofuels – the market for liquid and the market for solid biofuels. Both are developing rapidly and dynamically, but they have fundamentally different geography of production and consumption, pricing mechanisms, and the structure of supply and demand. The dynamic development of this market has been observed between 2004 and 2007. During this period there was a rapid increase in investment in the biofuel sector, in particular, this was facilitated by the general growth of the economy, rising oil prices, tax incentives, production subsidies and border tariff charges, as well as legislative increase in the share of biofuels in fuel in several countries of the world.
It has been proven that the development of biofuel production can also be facilitated by the use of advanced production technologies, increasing its efficiency, and reducing costs. It has been established that biofuels can affect food security in different ways – the increase in commodity prices due to the production of biofuels can harm food importers, on the other hand, stimulate domestic agricultural production by small farms.
It is shown that all measures of state support for the renewable energy sector are divided into: direct subsidies, tax incentives, prescriptions for the use of biofuels as part of motor fuels, tariff or trade preferences/restrictions.
Direct subsidies are divided into the following categories: subsidies for the production of processed raw materials into biofuels, subsidies for the processing of biofuels and by-products, subsidies for consumption.
It is substantiated that rising oil prices are the most important factor in increasing the competitiveness of alternative fuels, including biofuels. Rising energy prices, uncertainty about the stability and reliability of oil suppliers have led to increased interest in renewable energy sources. A variety of agricultural crops are used as raw materials for the production of biofuels. Therefore, agriculture turned out to be one of the sources of alternative and, most importantly, renewable energy. At the same time, it should be noted that the development of biofuels has opened up new sources of profit for agriculture.
