ФОРМУВАННЯ І ВИКОРИСТАННЯ КОШТІВ МІСЦЕВИХ БЮДЖЕТІВ УКРАЇНИ В УМОВАХ ДЕЦЕНТРАЛІЗАЦІЇ: ТЕОРІЯ І ПРАКТИКА
Анотація
В статті досліджуються основні складові багатопланової ролі місцевих бюджетів України, впровадження бюджетної децентралізації, стан формування і використання коштів місцевих бюджетів України. В статті проаналізовано формування і використання коштів місцевих бюджетів України, розподіл основних доходів Зведеного бюджету України за видами бюджетів та розподіл основних видатків Зведеного бюджету України за видами бюджетів. В статті визначаються перспективні напрями формування і використання коштів місцевих бюджетів України а також вказується необхідність посилення інвестиційної складової місцевих бюджетів України. Одним із напрямів удосконалення формування коштів місцевих бюджетів України має стати формування механізму оподаткування будь-якого виду природного ресурсу що має ґрунтуватись на індивідуальному інтересі платника податків та територіальної громади.

FORMATION AND USING OF LOCAL BUDGETS OF UKRAINE IN THE CONDITIONS OF DECENTRALIZATION: THEORY AND PRACTICE
Summary
The article investigates the main components of the multifaceted role of local budgets, the state of formation and using of local budgets of Ukraine are explored, context of decentralization, the prospects of the formation and using of local budgets in Ukraine are determined. Analysis of the formation and using of local budgets of Ukraine shows the necessitate: strengthening the investment component of local budgets, without reducing the amount of local budgets' spending on the social sphere, social protection and social security, housing and communal services. The article defines perspective directions of formation and using of local budgets of Ukraine and also specifies the necessity of strengthening the investment component of local budgets of Ukraine. One of the ways of improving the formation of the local budget of Ukraine should be the formation of a mechanism for taxation of any kind of natural resource: what should happen on the individual interest of the taxpayer and the territorial community.
