ПЕРСПЕКТИВИ ЗАЛУЧЕННЯ МУНІЦИПАЛІТЕТІВ ДО УПРАВЛІННЯ ОБ’ЄКТАМИ ПОРТОВОГО ГОСПОДАРСТВА В УКРАЇНІ
Анотація
В статті розглядаються питання збільшення ефективності діяльності вітчизняних морських портів за рахунок залучення до процесів управління муніципальної влади. Визначено проблеми реорганізації портової галузі та виявлено недоліки у поточній організаційній структурі. Сформульовано можливі напрями структурних трансформацій у галузі: концесія, приватизація, муніципалізація. Проаналізовано світовий досвід державно-муніципального та інших форм управління портовими об’єктами. Розроблено пропозиції щодо побудови відносин «порт – муніципалітет» в управлінській, фінансовій та функціональній площині. Розглянуто можливості часткового перерахування портових зборів до місцевого бюджету. Доведено можливість оптимізації використання портових ділянок за рахунок винесення портових потужностей за територію міста, використання порту як туристичного об’єкту, а також поєднання основної діяльності з комерційним та житловим будівництвом на припортових територіях.

ASPECTS OF MUNICIPALITIES ATTRACTION TO THE MANAGEMENT OF PORT HOUSEHOLDS IN UKRAINE
Summary
The article deals with the issues of increasing the efficiency of domestic sea ports by attracting the municipal government to the management processes. It should be noted that the problems of reorganization of the port industry and deficiencies in the current organizational structure are identified. Much attention is given to possible directions of structural transformations in the industry, such as concession, privatization, and municipality. The article gives a detailed analysis of the world experience of state-municipal and other forms of port facility management. It draws our attention to the proposals on the construction of relations "port - municipality" in the administrative, financial and functional plane. Also the possibilities of partial transfer of port dues to the local budget are considered. The article gives valuable information about the potentiality of optimizing the use of port areas by expanding port capacities for the city territory, using the port as a tourist facility, as well as a combination of the main activities with commercial and residential construction in the port areas.
