OЦІНКА ОСВІТНЬОЇ КОМПОНЕНТИ У ЗАБЕЗПЕЧЕННІ ЛЮДСЬКОГО РОЗВИТКУ В УКРАЇНІ

Анотація

Дано оцінку системи забезпечення освітою населення України та її впливу на формування якісного людського потенціалу. Результати дослідження отримані на основі аналізу та узагальнення статистичних даних освітніх навчальних закладів України і охоплення освітою населення країни у контексті концепції людського розвитку. Однак через значну кількість факторів, які мають вплив на освіту, актуальним залишається здійснення постійного моніторингу впливу освіти на підвищення рівня людського потенціалу в Україні та її регіонах. За дослідженнями проведеними ПРООН Україна знаходиться серед країн із високим рівнем людського розвитку. Саме освітній компонент у розрахунку Індексу людського розвитку дозволив їй перебувати серед таких країн. У процесі дослідження з’ясовано, що система навчальних закладів та охоплення населення освітою в Україні дозволяє підтримувати високі показники освітнього потенціалу. Однак, існують негативні чинники, які звужують можливості населення отримувати освіту високої якості та в бажаному обсязі. Зокрема, це зменшення охоплення населення відповідного віку всіма рівнями освіти (і якщо раніше це було характерним лише для дошкільної та професійно-технічної освіти, то зараз це стосується також і вищої освіти); негативним чинником є наявність в освіті прихованих витрат для безоплатної освіти (витрати на поточний ремонт, підручники, додаткову підготовку учнів – репетиторство, витрати на поточні потреби та інше); знецінення освіти сприяє тому, що збільшується вторинна зайнятість студентів, які навчаються на денній формі, що знижує якість їхнього навчання і збільшує фізичне та психологічне навантаження; поширення в останні роки приватної освіти, особливо дошкільної та шкільної, що посилює нерівність у суспільстві.

ESTIMATION OF THE EDUCATIONAL COMPONENT IN PROVIDING HUMAN DEVELOPMENT IN UKRAINE

Summary

The article provides an assessment of the education system of Ukraine’s population and its influence into formation the quality of human potential. The results of the study are based on the analysis and generalization of the statistical data of the system of educational institutions in Ukraine and coverage of the country's population education and the theoretical aspects of the human development concept, in which education is a key element. Many studies have been devoted to the impact of education on economic growth and its importance for the development of society, and for human development as well. However, due to the large number of factors that have an impact on education it is relevant to constantly monitor the impact of education on raising the level of human potential in Ukraine and its regions. According to studies conducted by PRUN, Ukraine is among the countries with a high level of human development. Mainly the educational component in the calculation of the Human Development Index allowed it to be among such countries. In the process of study, it was found that the system of educational institutions and the coverage of the population by education in Ukraine allows maintaining high educational potential. Nevertheless, there are negative factors that reduce the ability of the population to receive high quality education and the desired extent of it. In particular, we can mention a reduction in the coverage of the corresponding age population at all levels of education (and if earlier it was characteristic only of preschool and professional and technical education, now it also applies to higher education); a negative factor is the presence in the education of hidden costs for free education (costs for ongoing repairs, textbooks, additional training for students - tutoring, expenses for current needs, etc.); the depreciation of education contributes to the fact that secondary employment of day-time students is increasing, and it reduces the quality of their education and increases physical and psychological stress; the spread of private education in recent years, especially pre-school and school, exacerbates inequality in society.
