Анотація

Доведено, що сучасне фінансування вищої освіти України є наслідком протиріччя між патерналістськими та ринковими відносинами у сфері вищої освіти. Перехід від патерналістського до солідарно-субсидіарного типу відносин, який сприяє компромісу інтересів держави, постачальників і споживачів освітніх послуг, подано як методологічну засаду реновації державного фінансування вищої освіти. Взаємна відповідальність суб’єктів різних рівнів організаційної ієрархії характеризує новий тип відносин. Відповідальність держави орієнтується на регуляторні та комерційні повноваження, які складають підґрунтя оновлених правил фінансування вищої освіти. Перший аспект повноважень – забезпечення економіки кадрами вищої кваліфікації. Освітній політиці притаманна орієнтація на потреби регіонального бізнесу в кадрах вищої кваліфікації. Другий аспект повноважень держави – фінансування вищої освіти завдяки держзамовленню на надання освітніх послуг, тобто національний рівень економіки. Солідарно-субсидіарний тип відносин дозволяє пов’язати національний і регіональні рівні у державному фінансуванні вищої освіти.

METHODOLOGICAL PRINCIPLES OF RENOVATION OF PUBLIC FINANCING OF HIGHER EDUCATION INSTITUTIONS

Summary

It is proved that modern financing of higher education in Ukraine is a consequence of the contradiction between paternalistic and market relations in the field of higher education. The transition from the paternalistic to the solidarity-subsidiary type of relations, which promotes a compromise between the interests of the state, suppliers and consumers of educational services, is presented as a methodological basis for the renovation of public financing of higher education. Mutual responsibility of subjects of different levels of the organizational hierarchy characterizes a new type of relationship. Responsibility of the state is based on regulatory and commercial powers, which form the basis of updated rules of financing higher education. The first aspect of authority is to provide the economy with highly skilled personnel. Educational policy is characterized by orientation to the needs of regional business in the personnel of higher qualification. The second aspect of the powers of the state is the financing of higher education through the state order for the provision of educational services, that is, the national level of the economy. The solidarity-subsidiary type of relations allows linking national and regional levels in public financing of higher education.
