РОЛЬ ДЕРЖАВИ В УПРАВЛІННІ ІННОВАЦІЙНИМ РОЗВИТКОМ СІЛЬСЬКИХ ТЕРИТОРІЙ
Анотація
У статті розкрито проблематику розвитку сільських територій України, підкреслено роль державних органів в плануванні діяльності в сільській місцевості. Проаналізовано основні шляхи покращення державної політики щодо розвитку об’єднаних територіальних громад. Визначено, що поточна ситуація в Україні вимагає нових підходів до проведення реформ і формування політики за рахунок єдиної комплексної стратегії розвитку сільського господарства та сільських територій на 2015–2020 рр., яка спрямована відповісти на цей виклик. Визначено основні напрями для створення конкурентного сільського господарства у ході процесу реформування за рахунок модернізації та інвестицій, що дасть змогу виробляти більше продукції з високою доданою вартістю, і як результат диверсифікує експортний портфель країни. Проаналізовано динаміку демографічних процесів на сільській місцевості з порівнянням даних показників на прикладі країн Європи; зазначено можливі наслідки спричинені демографічною кризою сільських територій. Обґрунтовано важливість політики розвитку сільських територій з врахуванням місцевих потреби і стимулювання місцевих ініціатив. Розглянуто розподіл обсягу субвенції з державного бюджету місцевим бюджетам на формування інфраструктури об’єднаних територіальних громад Миколаївської області. Запропоновано пріоритетні напрями розвитку за рахунок використання субвенцій.

THE ROLE OF THE STATE IN THE MANAGEMENT OF INNOVATIVE DEVELOPMENT OF RURAL TERRITORIES
Summary
The article reveals the problems of development of rural areas of Ukraine, emphasizes the role of public authorities in planning activities in rural areas. The reasons why the regions faced the problem of choosing the necessary directions and tools to ensure sustainable development are identified. The main ways of improving the state policy for the development of integrated territorial communities are analyzed. A new approach to the development of rural areas, which will include the concept of innovative development of rural areas, stimulating entrepreneurship and diversification of rural employment, has been launched. It is noted that the current situation in Ukraine requires new approaches to reforms and policy-making through a single integrated strategy for the development of agriculture and rural areas for 2015-2020, which aims to respond to this challenge and comprehensively carry out a number of reforms, which have long been waiting for agricultural producers, agricultural business and rural population. In the world practice of state regulation there are two alternative approaches to planning: directive planning and indicative planning. And the mistakes of our state in electing the course of liberalization of the economy, neglecting planning. The main directions for the creation of competitive agriculture in the reform process through modernization and investment, which will make it possible to produce more products with high added value, and as a result diversifies the export portfolio of the country. The change in the number and structure of the rural population is an indicator of the quality of socio-economic processes that occur in society and an indicator of the success of socio-demographic policy, which is why the dynamics of demographic processes in rural areas with a comparison of these indicators on the example of European countries; the possible consequences caused by the demographic crisis in rural areas are indicated. The importance of rural development policy taking into account the needs of local and stimulating local initiatives is substantiated. Distribution of volume of a subvention from the state budget to local budgets on formation of infrastructure of the united territorial communities of the Nikolaev area is considered. Priority directions of development through the use of subventions are proposed.
