ФУНКЦІОНУВАННЯ РЕГІОНАЛЬНИХ РИНКІВ ПРАЦІ В УМОВАХ ФОРМУВАННЯ УКРАЇНО-НІМЕЦЬКОЇ ТЕРИТОРІАЛЬНОЇ МІГРАЦІЙНОЇ СИСТЕМИ
Анотація
У статті удосконалено понятійно-категоріальний апарат територіальної міграційної системи. Обґрунтовано значущість міграційних процесів для оптимізації структури зайнятості та безробіття на регіональних ринках праці в Україні та Німеччині. Виявлено вплив формування Україно-Німецької територіальної міграційної системи (УНТМС) на функціонування регіональних ринків праці в Україні. Доведено, що УНТМС взаємодоповнюючою, оскільки Україна виступає донором робочої сили та людського капіталу, а Німеччина – активним реципієнтом. Здійснено аналіз інвестиційних потоків в УНТМС.
Проведено кореляційно-регресійний аналіз впливу економічних факторів (кількість великих підприємств у розрахунку на 100 тис. осіб у економічно активному віці; чисельність зайнятих у промисловості, що припадає на 1 тис. осіб у економічно активному віці; частку імпорту товарів з Німеччини у загальній структурі ввезених товарів в Україну) на зміну інвестиційного потоку (Німеччина-Україна) у розрахунку на одну особу.
Систематизовано перелік підприємств з німецькими інвестиціями у різних регіонах України та визначено кількість нових робочих місць, створених ними на регіональних ринках праці.

THE REGIONAL LABOUR MARKETS FUNCTIONING IN THE CONDITIONS OF THE UKRAINIAN-GERMAN TERRITORIAL MIGRATION SYSTEM FORMATION
Summary
In the article conceptual-categorical apparatus of the territorial migration system is improved. The importance of migration processes for optimization of the structure of employment and unemployment on regional labour markets in Ukraine and Germany is substantiates. The effect of formation of the Ukrainian-German territorial migration system (UGTMS) on the functioning of regional labour markets in Ukraine is revealed. It is proved that UGTMS is complemented, because Ukraine is a donor of labour force and human capital, and Germany is an active recipient. The needs of German economy in the labour force are increased every year. One of the main reasons of this situation is low values of demographic reproduction of local population in Germany. The investment flows of UGTMS are analysed. It is defined that Ukraine is attractive country to the European business. There is cheap labour force, higher unemployment rate and geographical proximity to the Western European consumer. The dynamics of remittances of labour migrants from Germany to Ukraine is determined. As the result of functioning of regional labour markets, foreign trade balance between Ukraine and Germany is analysed.
The correlation-regressive analysis of influence of economic factors (amount of large enterprises in a calculation by 100 thousand persons in economically active age; a quantity of busy is in industry that is by 1 thousand persons in economically active age; part of import of commodities from Germany in the general structure of the brought in commodities to Ukraine) is conducted on the change of investment stream (Germany-Ukraine) in a calculation on one person.
The list of enterprises is systematized with the German investments in the different regions of Ukraine and the amount of the new workplaces created by them on regional markets is determined.
In Ukraine there are more 4 thous. enterprises officially registered which contain German capital investments. The most important companies (Kromberg & Schubert, Bader-Ukraine, Forschner Ukraine, Leoni-Ukraine, Kostal Ukraine, HeidelbergCement, KNAUF Gips Donbass, Klingspor-Ukraine, Henkel Bautechnik Ukraine) works in the field of production of tools for cars and for providing the needs in the building sphere.
