СТАН ФІНАНСУВАННЯ АГРАРНИХ ПІДПРИЄМСТВ УКРАЇНИ У 2018 РОЦІ

Анотація

Стаття присвячена актуальним питанням дослідження повноти та якості фінансування аграрних підприємств України у 2018 року. Зокрема узагальнено джерела фінансування. Проведено аналіз основних даних державного бюджету України на 2018 рік, що стосуються видатків на фінансування державою АПК, виявлено яка кількість коштів надійшла аграрним підприємствам за програмами підтримки аграрних підприємств державою станом на кінець листопада 2018 року. Проаналізовано виклики та перспективи фінансування аграрних підприємств України. Виявлено, за допомогою яких інструментів аграрні виробники можуть залучити додаткові кошти у 2018 році. Проведено дослідження сектору банківської системи, що спеціалізується на фінансуванні аграрної сфери. Виявлено основні тренди у банківському кредитуванні аграрної галузі. Узагальнено висновки проведеного у статті дослідження, на основі яких розроблено пропозиції з покращення фінансування аграрних підприємств України у майбутньому.

STATE OF FINANCING OF AGRARIAN ENTERPRISES OF UKRAINE IN 2018

Summary

The article is devoted to the urgent issues of studying the completeness and quality of financing of agrarian enterprises of Ukraine in 2018. In particular, the sources of financing were generalized. The analysis of the main data of the state budget of Ukraine for 2018 concerning the expenditures for state financing of agro industrial complex was made, the amount of funds received by agrarian enterprises according to the support programs agrarian enterprises by the state at the end of November 2018. The problems and prospects of financing of agrarian enterprises of Ukraine are analyzed. It was found that with the help of which tools agricultural producers can raise additional funds in 2018. The research of the banking system sector specializing in financing the agrarian sector was conducted. The main trends in banking lending to the agrarian sector are revealed. The conclusions of the research carried out in the article on the basis of which the proposals on improving financing of agrarian enterprises of Ukraine in the future are elaborated.
The general trend in bank lending to the agrarian sector is the financing of working capital, for example, for the purchase of plant protection products, seeds, fertilizers, or fuel and lubricants. Bankers are more open to cooperation with producers oriented to the production of cereals and oilseeds, the most common in Ukraine.
The modern market requires the expansion of the use of securities by agricultural enterprises in order to attract cheap finance. Actual issues are cheaper loans that banks provide to agrarian enterprises, it is also necessary to develop programs for long-term lending to agricultural commodities. State support to the agrarian sector of the economy should take into account the support of the production of all types of agricultural products of Ukraine, both strategically important and those that occupy a smaller share in agrarian commodity production.
