ЗАГРОЗИ ІНВЕСТИЦІЙНІЙ БЕЗПЕЦІ ДЕРЖАВИ: СУТНІСТЬ ТА КЛАСИФІКАЦІЯ

Анотація

У статті досліджено сутність та класифікація загроз інвестиційній безпеці держави, що дасть змогу вчасно їх ідентифікувати, верифікувати і тим самим знизити ризики їх загострення, а також дасть змогу попередити їх виникнення у майбутньому. Зазначено, що численні загрози, притаманні різним сферам суспільства, мають тісний та безпосередній зв’язок із загрозами інвестиційній безпеці. Розглядаючи загрози в інвестиційній сфері як деструктивний вплив на реалізацію економічних інтересів суб’єктів інвестиційного процесу, виокремлені типи загроз за сферою їх походження та за ієрархічним рівнем. Відсутність своєчасності у виявленні та усуненні загроз призводить до несвоєчасності в (1) ідентифікації проблем, (2) виявленні зміни важливих тенденцій та (3) у виникненні і активізації впливу окремих чинників – стимуляторів або ж дестимуляторів інвестиційної активності.
Визначено, що вирішення завдань на попередження та протидію загрозам можливе через інституціоналізацію інвестиційної безпеки як системи через формування (1) інститутів (формальних та неформальних), на підставі яких була б можливість забезпечити якісне планування розвитку ситуації, впроваджувати заплановані зміни, а також гарантувати незворотність цих процесів; (2) елементів, стійких до впливу внутрішніх і зовнішніх загроз, характеризуються високим рівнем природності (а не штучного впливу з боку владних структур, економічних агентів – монополістів, інших суб’єктів) та резистентності до загальної політико-економічної ситуації в країні, дії факторів глобалізації тощо.

THREATS OF THE INVESTMENT SECURITY OF THE STATE: ESSENCE AND CLASSIFICATION

Summary

The article explores the essence and classification of threats to the investment security of the state. A detailed classification of threats that directly or indirectly affects investment security is given. This will enable them to be identified, verified in a timely manner and thus reduce the risks of their exacerbation through timely response, and will prevent them from occurring in the future. It is noted that numerous threats, inherent in various spheres of society, have a close and direct connection with the threats to investment security. Considering the threats in the investment sphere as a destructive influence on the realization of the economic interests of the subjects of the investment process, the types of threats are identified according to their origin and at the hierarchical level. In the sphere of origin, there are threats (1) in the functioning of the sphere of investment infrastructure, (2) associated with the implementation of direct investment, (3) associated with the inability to attribute the results of investment activity and (4) related to the institutionalization of the environment, which would ensure the effective functioning of the spheres of the previous blocks. The lack of timeliness in detecting and eliminating threats leads to a lack of timeliness in (1) identification of problems, (2) the identification of changes in important trends, and (3) the emergence and intensification of the impact of individual factors - stimulators or disincentives to investment activity.
It is determined that solving problems for prevention and counteraction to threats is possible through the institutionalization of investment security as a system through the formation of (1) institutes (formal and informal), on the basis of which it would be possible to provide qualitative planning for the development of the situation, to implement the planned changes, and to guarantee the irreversibility of these processes; (2) elements resistant to the impact of internal and external threats are characterized by a high degree of naturalness (and not by artificial influence from the power structures, economic agents - monopolists, other subjects) and resistance to the general political and economic situation in the country, the factors of the factors globalization and so on.
