АГРОСТРАХУВАННЯ: ЗАРУБІЖНИЙ ДОСВІД ТА РЕСУРСИ ЩОДО ЙОГО ІМПЛЕМЕНТАЦІЇ В УКРАЇНСЬКУ СТРАХОВУ ПРАКТИКУ
Анотація
У статті висвітлюється дослідження міжнародного досвіду в галузі агрострахування, яке свідчить про наявність в багатьох державах національних систем агрострахування, враховуючи те, що переважна більшість країн створює приватну, потрібну їй систему страхового захисту агроризиків. Акцентується увага на наявності у світовій життєвій школі двох моделей страхування, щодо яких можна дати характеристики та умовно назвати «американська» та «європейська». Аргументовано, що для переважної більшості країн світу характерною особливістю останнього десятиліття являється розвиток страхування аграрних ризиків як незамінного фінансово-економічного важеля протидії ризикам, що пов’язані з процесом сільськогосподарського виробництва. Визначено, що система аграрного страхування являється всеохоплюючим видом страхування в більшості зарубіжних країн та має певні характерні риси. Розкрито концептуальні основи, особливості та моделі агрострахування в трьох державах – США, Іспанії та Канаді, кожна з яких є унікальною, оскільки формується протягом тривалого часу та під дією багатьох нетипових факторів. Висвітлено переваги та недоліки даних світових моделей. Враховуючи певну систематизацію, обгрунтовано імплементацію певних аспектів міжнародної практики агрострахування на вітчизняному страховому ринку.

AGRICULTURAL INSURANCE: FOREIGN EXPERIENCE AND RESOURCES FOR ITS IMPLEMENTATION IN THE UKRAINIAN INSURANCE PRACTICE
Summary
The article is focuses on the study of international experience in the field of agro insurance, which shows the existence of agro-insurance national systems in many countries, given that the overwhelming majority of countries create a private and necessary system of agro insurance protection.
Attention is focused on the presence of two insurance models in the world living school, which can be characterized and conventionally called as “American” and “European”. It is argued that for the overwhelming majority of the world countries the characteristic feature in the last decade has been the development of agrarian risks insurance as an indispensable financial and economic lever of risks associated which are related with the agricultural production process. There is an urgent need to develop the mindset of the farmers in rural areas so as to understand that the premium payment is not a liability but an investment for them in the event of loss of crop. Therefore, agricultural cereal growers should consider crop insurance, because their activities are exposed to agro-climatic factors. As a part of the investigation, a simulation modeling of performance of agricultural producers was carried out. It proves the effectiveness of insurance at low interest rates achieved through allotment of reserve funds by insurance companies. The analytical findings of the study help to provide additional possibilities for increasing the efficiency of agricultural producers in Ukrainian regions. The system of agro insurance is a comprehensive type of insurance in most foreign countries and has certain characteristics are defined. The conceptual foundations, features and models of crop insurance in the three states – USA, Spain and Canada – are revealed, each of which is unique, since it is formed for a long time and under the influence of many atypical factors. The advantages and disadvantages of these world models are highlighted. The study concludes with various suggestions for increasing the awareness level of the farmers for ensuring better penetration of crop insurance on the Ukrainian insurance market. Taking into account certain systematization the implementation of the certain aspects of international agricultural insurance practice on the domestic insurance market is substantiated.
