ПРІОРИТЕТИ НАГРОМАДЖЕННЯ СОЦІАЛЬНОГО КАПІТАЛУ ГРОМАД НА СІЛЬСЬКИХ ТЕРИТОРІЯХ
Анотація
Дослідження присвячено визначенню пріоритетів нагромадження соціального капіталу громад на сільських територіях. Об’єктом дослідження є процес нагромадження соціального капіталу територіальних громад в умовах суспільних трансформацій викликаних адміністративною реформою та децентралізацією владних повноважень в адміністративно-територіальних одиницях. Предметом дослідження є теоретичні, методологічні і практичні аспекти визначення пріоритетів нагромадження соціального капіталу громад на сільських територіях в умовах децентралізації. Акцентовано увагу на нових методологічних підходах дослідження механізмів публічного управління процесом нагромадження соціального капіталу територіальних громад в умовах децентралізації. Визначено, що пріоритетами основних формальних інститутів нагромадження соціального капіталу, перш за все уряду та органів місцевого самоврядування, є розробка та реалізація програм і стратегій загальносуспільного значення Підкреслено необхідність посилення ролі неформальних інститутів в процесі нагромадження соціального капіталу громад на сільських територіях. Дано оцінку впливу неформальних інститутів соціальної капіталізації територіальних громад, а саме – ціннісних орієнтацій, довіри, соціальної взаємодії, солідарності, партиципації, співтворчості на сталий розвиток сільських територій. Визначено, що в трансформаційний період формується новий суспільний порядок який потребує модернізації механізму публічного управління розвитком територіальних громад на основі поєднання функцій формальних і неформальних інститутів нагромадженого соціального капіталу. Проаналізовано динаміку громадсько-політичної участі та кількісні параметри громадських організації в Україні, що відображає зміни громадянської довіри до інститутів соціального капіталу. Визначено, що основними індикаторами нагромадження соціального капіталу територіальних громад є зростання добробуту, рівня та якості життя населення, покращення умов життєдіяльності, стану навколишнього середовища, підвищення соціальної активності та ступеня громадянської довіри .

PRIORITIES TO UPGRADE THE SOCIAL CAPITAL OF THE RURAL TERRITORIES COMMUNITIES
Summary
The research is devoted to the definition of the priorities of social capital accumulation in rural areas. The object of research is the process of accumulation of social capital of territorial communities in the conditions of social transformations caused by administrative reform and decentralization of authority in administrative-territorial units. The subject of the study is theoretical, methodological and practical aspects of determining the priorities of community social capital accumulation in rural areas under conditions of decentralization. The emphasis is placed on new methodological approaches to studying the mechanisms of public management of the process of accumulating social capital of territorial communities in conditions of decentralization. It is determined that the priorities of the main formal institutions for the accumulation of social capital, especially governments and local self-government, are the development and implementation of programs and strategies of general social significance. The necessity of strengthening the role of informal institutes in the process of accumulation of social capital of communities in rural areas has been emphasized. The estimation of influence of informal institutions of social capitalization of territorial communities, namely, values – orientations, trust, social interaction, solidarity, partitization, co-creation on sustainable development of rural territories is given. It is determined that in the transformation period a new social order is formed which requires modernization of the mechanism of public management of the development of territorial communities on the basis of a combination of functions of formal and informal institutions of accumulated social capital. The dynamics of public-political participation and quantitative parameters of NGOs in Ukraine are analyzed, reflecting changes in civic trust in social capital institutions. It is determined that the main indicators of the accumulation of social capital of territorial communities are the growth of well-being, level and quality of life of the population, improvement of living conditions, environment, increase of social activity and degree of civic trust.
