КОНЦЕПЦІЯ ІНКЛЮЗИВНОЇ ЕКОНОМІКИ В КОНТЕКСТІ СУЧАСНОГО СТАЛОГО РОЗВИТКУ КРАЇН

Анотація

У статті розглянуто різні підходи до трактування поняття інклюзивного економічного розвитку. В історичній площині проаналізовано історію різних підходів до макроекономічної оцінки ефективності економіки. Завдяки такому аналізу, аргументовано на прикладі різних наукових праць пояснено, чому основні макроекономічні показники не достатньо ґрунтовно оцінюють ефективність економіки та її сталий розвиток. На основі звітів міжнародних організацій (ООН, ВЕФ) виокремлено основні показники та індикатори інклюзивного розвитку, а також емпірично показана їх ефективність у контексті сучасних економік. Проаналізовано детально концепція та методологія Індексу Інклюзивного Розвитку, розробленого Всесвітнім Економічним Форумом у контексті сталого розвитку країн. Практичне застосування Індексу Інклюзивного Розвитку спрямоване на формування рейтингів країн за консолідованими групами різних економічних та соціальних показників, які детально описані у статті.

THE CONCEPT OF INCLUSIVE ECONOMY IN THE CONTEXT OF MODERN SUSTAINABLE DEVELOPMENT OF COUNTRIES

Summary

The article deals with different approaches to the interpretation of the concept of inclusive economic development. In the historical plane, the history of different approaches to the macroeconomic assessment of the efficiency of the economy is analyzed. Due to this analysis, the reasoning based on the example of various scientific works explains why the main macroeconomic indicators do not sufficiently thoroughly assess the efficiency of the economy and its sustainable development. Based on reports from international organizations (UN, WEF), key indicators and indicators of inclusive development are identified and empirically demonstrated their effectiveness in the context of modern economies. These indicators mainly consist of 3 main groups: ‘Growth and Development’, ‘Inclusion’ and ‘Intergenerational Equity and Sustainability’. To the first group ’Growth and Development’ the following indicators are included: GDP (per capital); Labor Productivity; Employment; Healthy Life Expectancy. To the second group ’Inclusion’ there are: Median Household Income; Income Gini; Poverty Rate; Wealth Gini. To the third group ‘Intergenerational Equity and Sustainability’ there are following indicators: Adjusted Net Saving; Public Debt (as a share of GDP); Dependency Ratio; Carbon Intensity of GDP. Such a set of indicators shows a more complete picture of the full picture of the assessment of the national economy than GDP. The traditional macroeconomic indicator of GDP is not leveled, but complemented by a number of other indicators, and it becomes not a key element in the assessment of the economy, but it is important component. Accordingly, if the ultimate goal of the country's development is sustainable and wide-ranging improvement in living standards, and not just an increase in the production of goods and services, then it is precisely on the indicator of the inclusiveness of economic development. The concept and methodology of the Inclusive Development Index developed by the World Economic Forum in the context of sustainable development of the countries are analyzed in detail. The practical application of the Inclusive Development Index aims at generating country ratings by consolidated groups of various economic and social indicators, which are described in detail in the article.
