ЕФЕКТИВНІСТЬ РЕГІОНАЛЬНОЇ ВИЩОЇ ОСВІТИ ЯК ВИДУ ЕКОНОМІЧНОЇ ДІЯЛЬНОСТІ

Анотація

В статті проаналізовано реформування національної вищої освіти, яке почалося з моменту прийняття нової редакції Закону України «Про вищу освіту» (2014 р.). З’ясовано, що МОН відповідно до пропонованого документу розробив пакет змін, які поступово почали втілюватися в життя. Деякі новації, закладені в пакет змін, вже реалізовано, але робота з реалізації реформ за визначеними законом напрямами триває.
Автором зазначено, що одним із реформаційних напрямів є підготовка висококваліфікованих фахівців, компетенції яких формуються у вищій освіті і відтворюються на ринку праці.
Оскільки, сучасні потреби ринку праці пов’язані з поглибленням ринкових відносин, структурними змінами і циклічними коливаннями в економіці та стрімким розвитком бізнес-середовища. Як наслідок, змінилися вимоги до вмінь і навичок працівників, їхньої освіти та професіонального досвіду.
Тому в статті акцентувалося на проблемі взаємодії системи вищої освіти з ринком праці є актуальним імперативом сьогодення на державному і особливо на регіональному рівнях. В цьому контексті дослідження проводилось в напрямку вивчення попиту та пропозиції в сферах вищої освіти і праці регіону.

THE EFFICIENCY OF REGIONAL HIGHER EDUCATION AS A MODERN ECONOMIC ACTIVITY

Summary

Modernization of Ukraine's economy in the conditions of globalization and strengthening of integration processes requires the formation of innovative components of its economic potential. Consequently, higher education should aim at training highly skilled, competitive specialists in accordance with the needs of the region through information on changes in demand for professions and qualifications.
The reform of the national higher education began with the adoption of the new wording of the Law of Ukraine "On Higher Education" (2014). MES, in accordance with the proposed document, has developed a package of changes that have gradually begun to be put into practice. Some innovations incorporated in the package of changes have already been implemented, but work on the implementation of reforms in the areas determined by law continues.
One of the reform directions is the training of highly skilled professionals, whose competencies are formed in higher education and are reproduced in the labor market. Thus, higher education and vocational training are the determining factors in the employment of graduates of higher education institutions. The quality of the human resources potential of the labor market depends on their level.
After all, youth is the country's largest strategic resource. On the one hand, young age promotes high mobility, openness, readiness for change and job search, and on the other hand, young people lack the relevant experience to be competitive in the labor market.
As modern labor market needs are connected with the deepening of market relations, structural changes and cyclical fluctuations in the economy and the rapid development of the business environment. As a result, the requirements for skills and abilities of employees, their education and professional experience have changed.
Therefore, the problem of interaction of the system of higher education with the labor market is an actual imperative of the present at the state and especially at the regional level. In this context, the study was conducted to study demand and supply in the areas of higher education and labor in the region.
