ФОРМУВАННЯ СИСТЕМИ ЛЮДСЬКОГО КАПІТАЛУ В НАЦІОНАЛЬНІЙ ЕКОНОМІЦІ

Анотація

Успішний розвиток національної та глобальної економік відбувається під впливом поширення знань, освіти, інформації, що сприяє накопиченню людського капіталу. Поява нової економіки, в якій знання збагачують всі галузі виробництва, призводить до підвищення інтересу дослідників до людського капіталу національної економіки.
В цей час зростає значення не тільки обґрунтування ролі людського капіталу як основи компетенцій та стратегій для ефективного використання та управління людськими ресурсами та знаннями, але й формування системи людського капіталу національної економіки.
В статті вирішено питання формування ефективної та дієвої системи людського капіталу в національній економіці, визначення особливостей функціонування людського капіталу як соціально-економічної форми нематеріального капіталу економіки, заснованої на знаннях.
Наведена у дослідженні система людського капіталу національної економіки стає необхідною базою формування ефективного механізму підйому національної економіки.

FORMATION OF HUMAN CAPITAL SYSTEM IN NATIONAL ECONOMY

Summary

Successful development of the national and global economies is under influence of spread of knowledge, education, information that contributes to the accumulation of human capital. In determining the advantages of the national economy, the state does not dominate the material and natural resources, because they are exhausted, and, even, there are no financial resources that are quite sensitive to economic cataclysms. One of the most important in the modern global economy is human capital, which is an intangible resource.
In recent decades, global society has become more intellectual, focused on using information and communication advances, on technological and innovative development.
The emergence of such an economy, in which knowledge enriches all branches of production, leads to an increase in the interest of researchers in the human capital of the national economy.
At this time, the importance of not only justifying the role of human capital as the basis of competences and strategies for the efficient use and management of human resources and knowledge, but also the formation of human’s capital system of the national economy is increasing.
Therefore, the purpose of the article is to create an effective and efficient system of human capital in the national economy, defining the features of the functioning of human capital as the social-economic form of the intangible capital of a knowledge-based economy.
The human capital in economic reality is a new form of financial investment, through which the economic systems are able to use the wealth of knowledge and information and, thus, play an important role in creating value added and gross domestic product. The system of human capital of the national economy encompasses not only the broad perception of knowledge resources, but also focuses on the interactions that accompany its creation and use.
The defined system of human capital of the national economy becomes the necessary basis for the formation of an effective mechanism for the recovery of the national economy. Further discussion is how to shape the potential for future economic development of knowledge and key values for the activity and creative of the national economy through the full involvement of human capital.
