СТРУКТУРА МЕХАНІЗМУ ТРАНСФОРМАЦІЇ АГРАРНОГО СЕКТОРУ ЕКОНОМІКИ В УМОВАХ РИНКУ

Анотація

В статті уточнено структуру механізму трансформації аграрного сектору економіки, що включає в себе два органічно взаємопов’язані блоки: ринково-конкурентну систему самоорганізації та самоврядування відтворення підприємницького типу на рівнях макро- й мікроекономіки і систему державного регулювання, адекватну вимогам економічних законів, в тому числі законів ринку та підприємництва; розкриті системоутворюючі елементи механізму з виділенням підсистем загального впливу (інституційної, економічної, соціальної, виробничої, природно-кліматичної, екологічної), кожна з яких містить сукупність ринково-конкурентних факторів, що обумовлюють ефективне функціонування аграрного сектору й органічний розвиток окремих її складових елементів. Встановлено, що для більш повного розкриття системоутворюючих елементів соціально-ринкового механізму трансформації аграрного сектору економіки доцільно виділити підсистеми загального впливу: економічну, соціальну, інституційну, виробничу, екологічну, природно-кліматичну. Кожна з цих підсистем містить сукупність ринково-конкурентних факторів, тісно взаємодіючих між собою, що обумовлює, з одного боку, ефективне функціонування аграрного сектору, як цілісної системи, а з іншого – як органічне функціонування окремих її складових елементів. Для подолання негативних наслідків реформування аграрного сектору економіки України розроблена логічна схема механізму соціально-ринкової трансформації аграрного сектору з обґрунтуванням мети, засобів досягнення цілей, методів та напрямів регулювання, а також оцінки наслідків впливу на аграрне виробництво

STRUCTURE OF MECHANISM FOR TRANSFORMATION OF AGRICULTURAL SECTOR OF ECONOMY IN THE MARKET CONDITIONS

Summary

The structure of the mechanism of transformation of the agrarian sector of the economy, which includes two organically interconnected blocks, is specified in the article: market-competitive system of self-organization and self-government of reproduction of entrepreneurial type at the levels of macro and microeconomics and the system of state regulation, which is adequate to the requirements of economic laws, including laws of the market and entrepreneurship; the system-forming elements of the mechanism with the allocation of subsystems of general influence (institutional, economic, social, industrial, natural-climatic, ecological) are revealed, each of which contains a set of market-competitive factors that determine the effective functioning of the agrarian sector and the organic development of its separate constituent elements. It was established that the constituent elements of the transformational mechanism of agroeconomics are: the transformation of agrarian sector enterprises into modern market structures and the reformation of the rural economy; the mechanism of pricing, the formation of government procurement, contractual and wholesale prices; improvement of contractual economic (self-supporting) relations of economic partners in free and regulated markets; innovative and investment activity of agrarian enterprises; staffing, motivation and stimulation of labor of enterprises and their employees; development of intra-economic economic relations of enterprises with their structural units and their labor collectives on the basis of internal economic calculation; the mechanism of development of entrepreneurship and agribusiness. It is established that for a more complete disclosure of the system-forming elements of the social-market mechanism of transformation of the agrarian sector of the economy it is expedient to allocate subsystems of the general influence: economic, social, institutional, industrial, ecological, natural-climatic. Each of these subsystems contains a set of market-competitive factors, which interact closely with each other, which, on the one hand, determines the effective functioning of the agricultural sector as an integral system, and, on the other hand, the organic functioning of its individual constituent elements. To overcome the negative consequences of reforming the agrarian sector of the Ukrainian economy, a logical scheme of the mechanism of socio-market transformation of the agrarian sector has been developed, justifying the purpose, means of achieving the goals, methods and directions of regulation, as well as evaluating the consequences of the impact on agrarian production.
