ПОТРЕБА РОБОТОДАВЦІВ У ФАХІВЦЯХ ЗА РІВНЯМИ ОСВІТИ

Анотація

У статті досліджено потребу роботодавців України у фахівцях за рівнями (ступенями) освіти. Проведено аналіз потреби у фахівцях за дев’яти професійними групами національного класифікатору професій. Запропоновано методику: а) побудови формул розподілу числа вакансій для кожної з дев’яти професійних груп між рівнями (ступенями) освіти у відсотковому співвідношенні; б) розрахунку та математичну модель переведення потреби у фахівцях за професійними групами у потребу у фахівцях за рівнями (ступенями) освіти. Досліджено порівняльну динаміку навантаження чисельності випускників зі ступенями освіти магістра і бакалавра, освітньо-кваліфікаційними рівнями молодшого спеціаліста та кваліфікованого робітника на одиницю потреби фахівців з відповідними рівнями (ступенями) освіти. Побудовано криві навантаження, які дозволяють формувати середньострокові та довгострокові прогнози потреби у фахівцях із відповідними рівнями (ступенями) освіти. Побудовано формулу потреби роботодавців України у фахівцях за відповідними рівнями (ступенями) освіти. Встановлено, що дана формула в загальному виді копіює формулу потреби у фахівцях для США та є близькою до Європейської формули потреби у фахівцях.

THE NEED OF EMPLOYERS IN SPECIALISTS WITH THE CORRESPONDING LEVELS OF EDUCATION

Summary

The article investigates the need of employers of Ukraine in specialists with the corresponding levels (degrees) of education. The whole system of education of the state is organized in such a way as to meet the needs: employers in qualified personnel, which will ensure the growth of the profits of enterprises and increase their competitiveness; persons in obtaining the desirable knowledge, skills and abilities that will ensure decent development, ability to compete in the labor market, to work for highly paid work; directly by the state itself in obtaining profits for each investment in the hryvnia system, adequate tax deductions from enterprises and wages of working citizens, which, in general, will ensure stable economic growth and high competitiveness of the state at the world level. The analysis of the need in specialists in the nine professional groups of the national classifier of professions was conducted. A methodology is proposed: a) to construct the distribution formulas for the number of vacancies for each of the nine professional groups between levels (degrees) of education in percentage; b) the calculation and mathematical model of the transfer of the need for specialists by professional groups to the needs of specialists by levels (degrees) of education. The comparative dynamics of the number of graduates with the degrees of education of the master's and bachelor's degree, the educational-qualification levels of junior specialist and skilled worker per unit of needs of specialists with the corresponding levels (degrees) of education is researched. Load curves have been constructed, which allow forming medium and long-term forecasts of needs in specialists with appropriate levels (degrees) of education. The formula for the needs of employers of Ukraine in specialists with the corresponding levels (degrees) of education has been constructed. It is established that this formula generally copies the formula for the needs of specialists in the USA and is close to the European formula of needs of specialists.
