ЗАКОНОДАВЧІ УМОВИ БЮДЖЕТНОГО ФІНАНСУВАННЯ ВИЩОЇ ОСВІТИ УКРАЇНИ

Анотація

У статті досліджено законодавчі умови бюджетного фінансування вищої освіти в Україні на основі запропонованої поетапної методики. Встановлено відповідність наявного контингенту студентів, що навчаються за освітньо-кваліфікаційним рівнем молодший спеціаліст, ступенями освіти молодший бакалавр, бакалавр, магістр, за рахунок видатків державного бюджету України до законодавчо унормованих мінімальних значень таких контингентів студентів у 2017 році. Перевірено і встановлено дотримання трьох законодавчих норм. Видатки державного бюджету України на підготовку одного студента за освітньо-кваліфікаційним рівнем молодшого спеціаліста є найнижчими. Запропоновано формули співвідношення між рівнями (ступенями) освіти для кожної із дев’яти професійних груп при розрахунку потреби роботодавців у працівниках. Обчислено показники навантаження числа випускників із відповідними рівнями (ступенями) освіти на одиницю потреби фахівців. Значення показників навантаження характеризують ефективність вкладення коштів в освіту за відповідними рівнями (ступенями) освіти, в тому числі і за рахунок видатків державного бюджету.

LEGISLATIVE CONDITIONS OF BUDGET FINANCING OF HIGHER EDUCATION OF UKRAINE

Summary

The article deals with the legislative conditions of budget financing of higher education in Ukraine on the basis of the proposed step-by-step methodology. Every citizen of Ukraine has the right guaranteed by the Constitution to "affordability and free of charge for preschool, full secondary, vocational, higher education", may choose the most convenient trajectory for obtaining the appropriate level (degree) of education in order to increase its level of competitiveness in convenient time and during whole life. The correspondence of the existing contingent of students who are studying at the educational qualification level by a junior specialist, degrees of education junior bachelor, bachelor and master, determined by the expenditures of the state budget of Ukraine to the legislative norms of the minimum values of such contingent students in 2017. The compliance of the student population with three legal norms has been checked and established. It was investigated that expenditures of the state budget of Ukraine for the training of one person with a student status are the lowest at the educational qualification level of junior specialist. The qualification requirements for the levels (degrees) of education for the most popular profession in nine professional groups of the National Classifier of Professions have been studied. Formulas for the correlation between levels (degrees) of education for the professions of each of the nine professional groups in calculating the needs of employers in workers in 2017 are proposed. The indexes of the ratio of the number of graduates of institutions of higher education and vocational schools with the corresponding levels (degrees) of education to the unit of needs of specialists are calculated. The significance of the ratios of the ratio characterizes the efficiency of investing in education at the appropriate levels (degrees) of education in the current year, including at the expense of the state budget expenditures.
