ОБҐРУНТУВАННЯ НОВОЇ ПАРАДИГМИ БЮДЖЕТНОЇ ПОЛІТИКИ РОЗВИТКУ ТЕРИТОРІЙ В УМОВАХ РЕФОРМУВАННЯ ПУБЛІЧНИХ ФІНАНСІВ В УКРАЇНІ
Анотація
У статті визначено основну проблему формування ефективної бюджетної політики розвитку територій та визначено основні правила, якими необхідно керуватися при формування даної політики. Зазначено основні виклики, якими необхідно керуватися при визначення концептуальних засад формування бюджетної політики розвитку територій. Досліджено поняття бюджетної стратегії та бюджетної тактики. Виокремлено стратегічні домінанти, які доцільно враховувати при формуванні бюджетної політики розвитку територій. Проаналізовано наукові підходи до визначення принципів формування бюджетної політики розвитку територій. Зазначено основні переваги та недоліки формування бюджетної політики розвитку територій на засадах середньострокового планування. Запропоновано концептуальну модель бюджетної політики розвитку територій, яка дозволяє розкрити дуальність її характеру та багатоаспектність, а також акцентувати увагу на основних аспектах та напрямах реалізації в умовах адміністративної децентралізації та реформування публічних фінансів.

BACKGROUND OF A NEW PARADIGM OF BUDGETARY POLICY OF DEVELOPMENT OF TERRITORIES IN CONDITIONS OF PUBLIC FINANCING REFORM IN UKRAINE
Summary
The article defines the main problem of formation of an effective budget policy for development of territories and determines basic rules that should guide formation of this policy. The main challenges that can be faced while defining conceptual foundations for formation of the fiscal policy for development of territories are identified, namely: restoration of economic growth; support of innovative direction of economic development and increase of competitiveness of territories; realizing the potential of human capital and achieving a new quality of social policy; intensification of internal potential of territories on the basis of administrative and financial decentralization; formation of economic and budgetary policies in the context of the military conflict in the East of Ukraine and revision of the Military Doctrine of Ukraine; formation of fiscal policy in the context of achieving the UN Millennium Development Goals and Ukraine's integration into the global development system. The concept of budget strategy and budget tactics is explored. Strategic dominants that should be taken into account when forming the budget policy of development of territories are identified, namely: formation of an efficient administrative and financially capable management system; ensuring stable rates of economic growth; provision of high-quality social services to the population; achievement of efficient allocation of budgetary powers, resources and responsibility for acceptance and fulfillment of obligations between different levels of management; support of development of all sectors of the economy, stimulation of innovation development and scientific and technological progress; ensuring the balance of budgets of all levels. Scientific approaches to the definition of principles of fiscal policy development of territories are analyzed. The main advantages and disadvantages of formation of budget policy of development of territories on the basis of the medium-term planning are noted. Conceptual model of the fiscal policy development of territories, which allows revealing the dual nature of its character and multidimensionality and focuses on the main aspects and directions of implementation of the policy in conditions of administrative decentralization and reform of public finances, is proposed.
