ДО ПРОБЛЕМИ ПОШУКУ ЕФЕКТИВНИХ МЕХАНІЗМІВ ПЛАНУВАННЯ ТА ЗДІЙСНЕННЯ СОЦІАЛЬНИХ ВИДАТКІВ У РЕАЛІЗАЦІЇ СОЦІАЛЬНОЇ ПОЛІТИКИ ДЕРЖАВИ
Анотація
У статті обґрунтовано організаційно-економічні засади державної соціальної політики. Розкрито теоретичні основи фінансового забезпечення соціального захисту населення як визначального напряму соціалізації економічного розвитку країни. Специфіка видатків соціального призначення полягає у тому, що вони мають, з однієї сторони, базуватися на соціальних стандартах і нормативах та, з іншої сторони, враховувати суспільні пріоритети витрачання коштів. Проаналізовано ефективність фінансового забезпечення системи загальнообов’язкового державного соціального страхування в Україні та надано пропозиції щодо вдосконалення процесу планування та здійснення соціальних видатків на основі аналізу вітчизняної практики. Важливою складовою секторальних реформ стане удосконалення соціальних стандартів щодо надання медичних, освітніх, культурних послуг, а також послуг соціального захисту. З метою відстеження результатів впровадження реформ слід розробити систему індикаторів, які дозволять відстежити зміни у якості надання медичних, освітніх та інших послуг на рівні територіальних громад.

THE PROBLEM OF FINDING EFFECTIVE MECHANISMS FOR PLANNING AND IMPLEMENTING SOCIAL EXPENDITURES IN IMPLEMENTING SOCIAL POLICY OF THE STATE
Summary
The article substantiates the organizational and economic principles of state social policy. The theoretical bases of financial provision of social protection of the population as the defining direction of socialization of economic development of the country are revealed. The specificity of social spending is that they, on the one hand, are based on social standards and norms and, on the other hand, take into account the social priorities of spending money. In Ukraine, budget financing of social protection and social security of the population is carried out in accordance with the provisions of Art. 87-91 of the Budget Code of Ukraine at the expense of state and local budgets.
The financial support of the social sphere is carried out in the following three main forms: budget financing on a non-refundable basis, extrabudgetary and donor financing. Budget expenditures aimed at financing the social sphere are quite varied as they play a different role in the reproduction process (current and capital), have different sources of funding (state and local budgets) and the implementation period (current, medium and long term), and also have different functional, departmental and purposeful purposes.
To date, the priority problem of budget financing of the social sphere as an integral part of the socio-economic development of Ukraine is the lack of financing of social spending from budgets of different levels.
The effectiveness of financial provision of the system of compulsory state social insurance in Ukraine has been analyzed and proposals have been made regarding the improvement of the process of planning and implementation of social expenditures on the basis of the analysis of domestic practice. An important component of sectoral reforms will be the improvement of social standards for the provision of medical, educational, cultural services and social protection services. Equally important for the social development of the territorial communities will be the control and monitoring of the provision of services in the social sphere. This direction of the implementation of sectoral decentralization is declared in the list of stages and tasks in all its spheres. In order to monitor the results of the implementation of reforms, a system of indicators should be developed that will track changes in the quality of provision of medical, educational and other services at the level of territorial communities.
