УДОСКОНАЛЕННЯ СИСТЕМИ ФІНАНСУВАННЯ ЗЕМЛЕВПОРЯДНОГО МЕХАНІЗМУ СТАЛОГО СІЛЬСЬКОГОСПОДАРСЬКОГО ЗЕМЛЕКОРИСТУВАННЯ
Анотація
Досліджено світовий досвід фінансового забезпечення землевпорядного механізму сталого використання земель сільськогосподарського призначення та розвитку сільських територій загалом, а також запропоновано шляхи його імплементації у вітчизняній системі землекористування. Запропоновано напрями удосконалення фінансового забезпечення землевпорядного механізму сталого використання земель сільськогосподарського призначення, зокрема: упорядкування структури та обсягів коштів на оплату землевпорядних робіт; розробка стратегії фінансування і визначення цін на землевпорядні послуги; формування механізму цільових джерел фінансування сталого розвитку сільських територій; розвиток державної фінансової підтримки землевпорядкування. Обґрунтовано доцільність цільового фінансування проектів внутрішньогосподарського землеустрою через субсидування землевпорядних робіт щодо еколого-економічного обґрунтування сівозміни та впорядкування угідь. Запропонований інструментарій фінансування землевпорядного механізму сталого сільськогосподарського землекористування передбачає трансформацію схеми розподілу земельної плати та інших фінансових потоків з урахуванням цільового фонду сталого розвитку сільських територій. Основною метою створення такого фонду є акумулювання коштів і спрямування їх на проведення землевпорядних робіт щодо забезпечення сталого розвитку сільських територій.
Механізм фінансової підтримки передбачає запровадження регламенту, який визначає правила і умови надання субсидій з державного бюджету сільськогосподарським товаровиробникам на проведення землевпорядних робіт щодо еколого-економічного обґрунтування сівозміни та впорядкування угідь. При цьому обов’язковою умовою надання субсидій є наявність затвердженого проекту внутрішньогосподарського землеустрою, що забезпечує еколого-економічне обґрунтування сівозміни та впорядкування угідь. Запропонований механізм фінансової підтримки сприяє розвитку екологобезпечного землекористування шляхом диференціації виділення бюджетних коштів сільськогосподарським товаровиробникам залежно від рівня сталості використання земель сільськогосподарського призначення.

IMPROVING THE FINANCING SYSTEM FOR THE LAND MANAGEMENT MECHANISM FOR SUSTAINABLE AGRICULTURAL LAND USE
Summary
The world experience of financial support for the land management mechanism for the sustainable use of agricultural land and the development of rural territories as a whole is studied, and ways of its implementation in the domestic land use system are proposed. The directions of improving the financial support of the land management mechanism for the sustainable use of agricultural land are proposed, in particular: streamlining the structure and volumes of funds for land management payments; development of a financing and pricing strategy for land management services; the formation of a mechanism of targeted sources of financing sustainable development of rural territories; development of state financial support for land management. The expediency of targeted financing of on-farm land management projects through subsidizing land management works on the environmental and economic justification of crop rotation and land management is substantiated. The proposed toolkit for financing the land management mechanism for sustainable agricultural land use provides for the transformation of the distribution scheme of land payments and other financial flows, taking into account the trust fund for sustainable development of rural territories. The main goal of creating such a fund is to accumulate funds and direct them to land management to ensure sustainable development of rural areas.
The financial support mechanism provides for the introduction of a regulation that defines the rules and conditions for the provision of subsidies from the state budget to agricultural producers for land management on the environmental and economic justification of crop rotation and land management. At the same time, a prerequisite for the provision of subsidies is the availability of an approved project for on-farm land management, providing environmental and economic justification of crop rotation and land management. The proposed financial support mechanism contributes to the development of environmentally friendly land use by differentiating the allocation of budgetary funds to agricultural producers depending on the level of sustainability of agricultural land use.
