ОЦІНКА ЕФЕКТИВНОСТІ СТРУКТУРНИХ ТРАНСФОРМАЦІЙ В ПРОЦЕСІ ОРГАНІЗАЦІЙНОГО РОЗВИТКУ ПІДПРИЄМСТВА
Анотація
Метою дослідження у роботі є теоретичне обґрунтування та розробка положень щодо оцінки ефективності структурних трансформацій в процесі організаційного розвитку підприємства. Доведено необхідність розбудови цілісного механізму оцінки ефективності функціонування та розвитку підприємства. Визначено, що стрижневою складовою даного механізму має бути дослідження структурних та організаційних передумов досягнення результативності та підтримки продуктивності використання складного комплексу ресурсів підприємства впродовж усієї послідовності ланцюжку створення нової вартості. Обґрунтовано доцільність виникнення та визначено логіку розгляду проблематики феномену ефективності в рамках динамічного підходу, що базується на порівнянні фактичного стану функціонування та розвитку економіко-виробничої системи відносно до певних цільових (еталонних, ідеальних) характеристик. Встановлено, що основним завданням при визначенні доцільності структурних змін на підприємстві є розгляд системи зовнішніх відносин підрозділів (умовних «бізнес-одиниць») і встановлення можливості збільшення інтегральної ефективності підприємства за рахунок зміни структурних відносин бізнес-одиниці з іншими підрозділами підприємства і ринком. Визначено, що оцінка ефективності структурних змін проводиться шляхом аналізу їх поточних і перспективних потоків доходів та витрат в потенційно прийнятних зонах господарювання, з урахуванням вартості реорганізації. Доведено, що оцінка ефективності організаційних змін безпосередньо пов'язана з вивченням таких аспектів здійснення структурних перетворень: підвищення рівня використання виробничих потужностей; розширення виробництва, доповнення або переозброєння; доповнення виробничої потужності новими виробничими активами (як власними, так і залученими від стратегічного партнера).

ASSESSMENT OF EFFICIENCY OF STRUCTURAL TRANSFORMATIONS IN THE PROCESS OF ORGANIZATIONAL DEVELOPMENT OF THE ENTERPRISE
Summary
The The research methodology consists in theoretical processing and distribution of the development concerning the enterprises transformation efficiency in the enterprise. The reliability of holistic business expansion and of functioning and of the enterprise efficiency development has been proved. It is determined that the core component of this mechanism should be the study of structural and organizational prerequisites for achieving efficiency and maintaining the productivity of using a complex of enterprise resources throughout the sequence of the chain of creation of new value. The expediency of occurrence is substantiated and the logic of the efficiency phenomenon problem consideration within the dynamic approach is based, which is based on the comparison the economic and production system functioning and development actual state in relation to certain target (reference, ideal) characteristics. It is established that the main task in determining the feasibility of structural changes in the enterprise is to consider the system of units external relations (conditional "business units") and to establish the possibility the enterprise increasing the integrated efficiency by changing the structural relations of the business unit with other units of the enterprise and the market. It is determined that the assessment of the structural changes effectiveness is carried out by analyzing their current and prospective flows of income and expenses in potentially acceptable economic zones, taking into account the cost of reorganization. It is proved that the assessment of the organizational changes effectiveness is directly related to the study of the structural transformation following aspects: increase the level of production capacity utilization; production expansion, supplementation or re-equipment; supplementing production capacity with new production assets (both own and borrowed from a strategic partner).
