СТРАТЕГІЧНІ ОРІЄНТИРИ ДЕРЖАВНОЇ ПОЛІТИКИ ЩОДО РОЗВИТКУ СЕКТОРА НЕРИНКОВИХ ПОСЛУГ: ЯКІСТЬ, ПРОДУКТИВНІСТЬ, ІНВЕСТИЦІЙНА ПРИВАБЛИВІСТЬ
Анотація
У статті досліджено основні тенденції розвитку сектору неринкових послуг в Україні та визначено системні проблеми, серед яких низька продуктивність, падіння інвестиційної привабливості, диспропорції у зайнятості та заробітній платі, інші. Наголошено, що складники сектору мають безпекове та соціогуманітарне значення у розвитку національної економіки, що вимагає застосування зваженого підходу до обґрунтування змісту реформ. Основну увагу в статті приділено дослідженню процесів розвитку системи вищої освіти, оскільки саме цей вид неринкових послуг може і повинен стати важелем економічного прискорення національної економіки, за рахунок активізації інвестицій, підвищення результативності (якості та продуктивності), інтеграції у міжнародний освітній простір. Виходячи із необхідності збереження частки неринкових послуг у державному розпорядництві задля надання соціальних та безпекових функцій суспільству запропоновано застосування приватно-державного партнерства, що дозволить вирішити ключові проблеми сектора.

STRATEGIC ORIENTATIONS OF GOVERNMENT POLICY FOR THE DEVELOPMENT OF THE NON-MARKET SERVICES SECTOR: QUALITY, PRODUCTIVITY, INVESTMENT ATTRACTIVENESS
Summary
The article explores the main trends in the development of the non-market services sector in Ukraine and identifies systemic problems, including low labor productivity, the falling of investment attractiveness, imbalances in employment and wages, and others. All problems are related and therefore require comprehensive and strategic-oriented solutions. The article analyzes the main indicators that characterize the functioning of the non-market services sector and its individual components. This made it possible to identify the main trends and results of the reforms. Also the paper emphasizes that the components of the sector have a safe and socio-humanitarian importance in the development of the national economy, which requires a balanced approach to substantiate the content of reforms. The state cannot delegate all functions to the private sector. The main attention in the article is devoted to the research of the processes of development of the higher education system, as this kind of non-market services can and should become the lever of economic acceleration of the national economy, at the expense of activation of investments, increase of efficiency (quality and productivity), integration into the international educational space. The reform of education is aimed at reducing expenditures from the state budget, which will lead to the loss of available capacity. That is why the article proposes to direct the efforts of the state to increase the level of international integration of the education system, which will improve the productivity and quality of services. Another important area is the development of the logistics base of universities. Given the need to preserve the share of non-market services in government, for the purpose of providing social and security functions to society, it is proposed to use a private-public partnership, which will solve the key problems of the sector.
