ЗАСОБИ ДЕРЖАВНОЇ ПОЛІТИКИ ФОРМУВАННЯ ІНСТИТУЦІЙНОЇ ІНФРАСТРУКТУРИ РОЗВИТКУ ТЕХНОЛОГІЧНИХ ІННОВАЦІЙ
Анотація
В статті показано, що відсутність сформованої необхідної повноцінної інституційної інфраструктури є перешкодою на шляху досягнення цільових орієнтирів державної політики у сфері розвитку технологічних інновацій. Зроблено висновок про те, що при обґрунтуванні елементів складу інституційної інфраструктури значно вище значення має не стільки перелік інституцій, як їх призначення. В якості критеріальних ознак повноцінності інституційної інфраструктури обрано етапи життєвого циклу інновацій. Констатовано, що в Україні необхідно сформувати відповідне середовище, яке стимулюватиме створення і активізацію діяльності структур підтримки інноваційно-технологічної діяльності, причому ситуація потребує не стільки бюджетного фінансування політики в цьому напрямі, як в більшій мірі організаційно-управлінських заходів з боку органів влади. Визначені елементи інституційної інфраструктури розвитку технологічних інновацій в Україні, їх завдання за фазами інноваційно-технологічного процесу – початковою, розробки, виконання, контролю та завершення.

STATE POLICY FORMATION OF INSTITUTIONAL INFRASTRUCTURE FOR TECHNOLOGICAL INNOVATION DEVELOPMENT
Summary
The purpose of the article is to identify and justify the means of state policy of institutional development infrastructure development in Ukraine of technological innovations. The article shows that the lack of the necessary necessary institutional infrastructure is an obstacle to the achievement of the state policy targets in the field of technological innovation development. It is concluded that in the substantiation of the elements of the composition of the institutional infrastructure, the list of institutions is not so much higher than their destination. Stages of innovation lifecycle were chosen as criteria criteria for the full value of the institutional infrastructure.
The practical significance of the results of the study is to state that in Ukraine it is necessary to create an appropriate environment that will stimulate the creation and activation of activity support structures for innovation and technological activity, and the situation requires not so much budgetary financing of policy in this direction, as to a greater extent organizational and management measures. the authorities. In order to facilitate the identification and further implementation of the measures of the state innovation and technological policy, the elements of the institutional infrastructure for the development of technological innovations in Ukraine are defined, as well as their tasks according to the phases of the innovation and technological process - initial, development, implementation, control and completion.
Scientific novelty of the research is to improve the tactical means of state regulation in the field of research and development. In particular, unlike established approaches, where state economic and organizational support for innovation is offered, certain public policy measures are focused on parity support of innovation and technological activity in all phases of the innovation and technological process, namely initial, development, implementation, control and completion of the innovation cycle. In accordance with the fulfillment of each of the tasks, the composition of the necessary elements of the institutional infrastructure of innovation activity is determined.
