ШЛЯХИ ПІДВИЩЕННЯ ЕФЕКТИВНОСТІ ВИДАТКІВ МІСЦЕВИХ БЮДЖЕТІВ УКРАЇНИ

Анотація

У статті узагальнено теоретичні засади сутності та призначення видатків місцевих бюджетів. Доведено, що важливим інструментом вияву економічної сутності місцевих бюджетів як фінансової бази місцевого самоврядування є їх видатки, а основним призначенням видатків місцевих бюджетів є здійснення органами місцевої влади власних та делегованих державою обов’язків у бюджетній сфері. Аналіз стану виконання місцевих бюджетів за видатками засвідчив, що протягом останніх років спостерігалася тенденція до зростання частки місцевих бюджетів у структурі зведеного бюджету, найбільший обсяг коштів місцевих бюджетів витрачається на фінансування видатків соціального характеру. Виявлено проблемні аспекти здійснення видаткової політики місцевих бюджетів та з’ясовано, що підвищенню ефективності видатків місцевих бюджетів сприятиме подальший розвиток програмно-цільового методу бюджетування та удосконалення бюджетної децентралізації.

THE WAYS OF INCREASING OF EFFICIENCY OF EXPENDITURES OF LOCAL BUDGETS OF UKRAINE

Summary

The article summarizes the theoretical basis of the nature and purpose of spending local budgets. Expenditures of local budgets reflect totality of economic relations which are manifested in society in connection with the redistribution of gross domestic product and the use of centralized funds of financial resources of local authorities in order to ensure fulfillment of the powers assigned to them both delegated and their own to ensure public welfare of the administrative and territorial formations. It has been proved that an imposrant role in establishing independent local budgets is played by composition and order of spending expenditures. The expenditure part of local budgets reflect the consequences of economic and social processes in the country, since local budget expenditures are directly connected with the interests of the wide layers of the population and have a significant influence on the general social situation in the country and, above all, on the level of the welfare of the population. An analysis of the state of implementation of local budgets by expenditures showed that in recent years there has been a tendency for increase of the share of local budgets in the consolidated budget structure from 43% in 2014 to 45.1% in 2018. Such a high indicator witnesses about the significant importance of local authorities in the implementation of measures for social and economic development of administrative and territorial units and providing of the population with the necessary benefits.
The largest amount of local budgets is spent on financing of expenditures of social structure: education (about 30%); social protection and social security (24% on average); healthcare (about 16%). Despite the increase in these expenditures, there are no significant positive changes in the quality of life of the population.
The effectiveness of local spendings depend on a number of factors. The most important of which are the political situation in the country, foreign economic activity, the direction of development of the monetary system, priorities of social and economic development of the regions, improvement of their investment climate and participation of the population in the budget process.
The problematic aspects of the implementation of local budget expenditures have been identified and it has been cleared up that further development of the programmatic targeting method of budgeting and improvement of budgetary decentralization will help to increase the efficiency of local budget expenditures.
