СВІТОВІ ТРЕНДИ РОЗВИТКУ СИСТЕМИ ПРОФЕСІЙНОЇ ОСВІТИ: МІЖНАРОДНІ ПОРІВНЯННЯ І РЕАЛІЇ УКРАЇНИ
Анотація
У статті розглянуто сучасні тренди розвитку людського капіталу та їхній вплив на стан системи освіти. Підкреслено актуальність реформування професійної освіти та навчання в контексті забезпечення національної безпеки та економічної безпеки господарських суб’єктів. Відзначено сучасні тренди розвитку освітньої системи на тлі розширення економіки знань. Наведено індикатори подальшого розвитку освіти в межах стратегії «Європа-2020». Систематизовано позитивні та негативні наслідки структурних зрушень у сучасному виробництві. Надано міжнародні порівняння на підставі індексу розвитку людського капіталу і різної середньої тривалості навчання в різних країнах. Проаналізовано головні інституційні заходи моніторингу системи професійної освіти в Україні. Узагальнено основні напрямки підвищення ефективності системи професійної освіти та навчання, від успішної реалізації яких залежить розвиток трудового потенціалу держави.

GLOBAL TRENDS IN THE DEVELOPMENT OF VOCATIONAL EDUCATION SYSTEM: INTERNATIONAL COMPARISONS AND REALITIES OF UKRAINE
Summary
The article examines current trends in human capital development and their impact on the status of the vocational education system. Achieving a balance between the education system and the needs of the economy can only be achieved with the close cooperation of all stakeholders: public authorities, vocational education and training, employers and employees. The issues of taking into account the modern requirements of the knowledge-based economy, the adaptation of the European experience to Ukrainian realities, the definition of the main directions of economic policy regarding the demand of domestic specialists are urgent and need further development.
The urgency of reforming vocational education and training in the context of ensuring national security and economic security of economic entities is emphasized. The modern trends of development of the educational system are noted against the background of expanding the knowledge economy. Transformation of the education system is carried out in three main directions. Duration of training is extended, up to continuous. The network of educational institutions is expanding. The sphere of influence of inclusive education is increasing, which determines the intellectual, psychological, social and physical levels of people.
Indicators of further development of education within the framework of the Europe 2020 strategy are presented. Positive and negative consequences of structural changes in modern production have been systematized. International comparisons are made based on the index of human capital development and different average length of study in different countries. The main institutional measures for monitoring the vocational education system in Ukraine are analysed. In the process of assessment and certification of qualifications, a combination of work and education is carried out. Such interaction allows to increase efficiency of vocational education, quality and qualification of work resources. In this way, the mechanism of influence of employers on the process of improvement of vocational education by developing and implementing appropriate standards is launched. The main directions of increasing the efficiency of the vocational education and training system are summarized on the successful realization of which depends on the development of the work potential of the state: increasing the flexibility of the training system and its orientation to the final results of production; dissemination of new forms of education; personalization of training programs, taking into account the peculiarities of the employee's career and its prospects; transition of teaching functions from teachers to professional consultants on human resources development; enhancing the role of educational interaction in the implementation of educational programs; a sharp increase in the amount of information resources used in the learning process; the transition from standard training programs to flexible, problem-oriented development programs.
