НАЦІОНАЛЬНА ІННОВАЦІЙНА СИСТЕМА УКРАЇНИ: СТРУКТУРА, НЕДОЛІКИ ІННОВАЦІЙНОЇ СПЕЦІАЛІЗАЦІЇ І ШЛЯХИ ЇХ УСУНЕННЯ
Анотація
В статті виконано структурний і функціональний аналіз національної інноваційної системи, визначено основні блоки, які характеризують структуру відтворюваного в Україні інноваційного циклу. Надано характеристику сучасного стану, сформульовано нагальні проблеми та нерозв’язані питання, що вирізняють функціонування кожного з них. В статті запропоновано авторське визначення категорії «національна інноваційна система». Зазначено, що сучасна національна інноваційна система України є неефективною. Причиною тому є функціональна розбалансованість її основних структурних блоків. Автором сформульовано пропозиції щодо змісту і форми реалізації тих заходів державного впливу, котрі, на думку автора, є першочерговими з позиції забезпечення цілісності національної інноваційної системи України і досягнення ефективності відтворення інноваційного циклу в сучасних умовах.

NATIONAL INNOVATION SYSTEM OF UKRAINE: STRUCTURE, DISADVANTAGES OF INNOVATIVE SPECIALIZATION AND WAYS TO ADDRESS THEM
Summary
The article provides a structural and functional analysis of the national innovation system of Ukraine, identifies the main blocks that determine the structure of the innovation cycle reproduced in Ukraine. The characteristic of the current state is given, urgent problems and unresolved issues that distinguish the functioning of each of them are formulated. Having gained independence, Ukraine declared the rapid development of qualitatively new living standards by ordinary Ukrainians. However, today's day has shown that thoughtless destruction of the foundations of one model of economic development does not automatically lead to the effective development of another economic model. Over the entire past period of independent formation in the country, national characteristics were formed - an unprecedented level of corruption of the executive and legislative branches of government, financial conditionality of decisions of the judicial system, quick de-statization of the educational, scientific, medical, social and cultural spheres of life of Ukrainians - all of them led to approval in the country socio-economic development model, the use of which was the approval of Ukraine in terms of GDP per capita and level of purchasing power in the status of the poorest country in Europe (IMF 2017? GFK 2019). The author's definition of the category “national innovation system” is proposed in the article. It is noted that the national innovation system of Ukraine, from the point of view of its perfect innovative influence on the development of the economy, is currently ineffective. The reason for this is the lack of coherence between them and the functional imbalance of its main structural blocks, as evidenced by the results of an expert assessment of the current state, as well as the list of problems formulated by the author and the content of unsolved problems characterizing the functional ability of these structural blocks. The author formulated suggestions regarding the content and form of implementation of those measures of state influence, which, according to the author, are of prime importance from the standpoint of the need both to ensure the integrity of the national innovation system of Ukraine and to achieve a degree of efficiency of reproduction of the innovation cycle that is tangible at the macroeconomic level in modern conditions.
