ТЕОРЕТИКО-МЕТОДОЛОГІЧНА КОНСТРУКЦІЯ ЕКОНОМІЧНОГО АНАЛІЗУ ФОРМУВАННЯ ТА РЕАЛІЗАЦІЇ ПРОЕКТІВ ДЕРЖАВНО-ПРИВАТНОГО ПАРТНЕРСТВА
Анотація
В результаті дослідження було встановлено, що виникає необхідність розробки інформаційного простору управління процесами формування та реалізації проектів державно-приватного партнерства. Це дозволить виявляти резерви підвищення ефективності використання державного майна та інших ресурсів за для підвищення якості суспільних послуг. Встановлено, що система економічного аналізу не передбачає методологічних та організаційних положень, які б дозволили здійснити аналітичну оцінку стану формування та реалізації проектів державно-приватного партнерства. В результаті цього було запропоновано теоретико-методологічну конструкцію економічного аналізу формування та реалізації проектів державно-приватного партнерства, яка б врахувала специфіку різних форм їх реалізації. Це в свою чергу дозволило сформувати модель теоретико-методологічних положень економічного аналізу формування та реалізації проектів державно-приватного партнерства. В процесі дослідження було встановлено, що економічний аналіз виступає інструментом, який визначає каталізатори розвитку відповідного проекту та формує інформаційний простір прийняття управлінських рішень щодо подальшої долі проекту як державним партнером так і претендентами а подальшому приватними партнерами. Визначено особливості запропонованої теоретико-методологічної конструкції економічного аналізу формування та реалізації проектів державно-приватного партнерства. Це лягло в основу формування ключових понять економічного аналізу: об’єкт, предмет та мета. Зважаючи на специфіку об’єкту дослідження, метою економічного аналізу є оцінка ефективності реалізації проекту державно-приватного партнерства в контексті досягнення поставленої мети та результативності для кожного учасника державно-приватного партнерства через встановлення причинно-наслідкових зв’язків.

THEORETICAL-METHODOLOGICAL CONSTRUCTION OF ECONOMIC ANALYSIS OF FORMATION AND IMPLEMENTATION OF PROJECTS OF PUBLIC-PRIVATE PARTNERSHIP
Summary
As a result of the research it was found that there is a need to develop an information space for managing the processes of formation and implementation of public-private partnership projects. This will allow to identify reserves for improving the efficiency of using state property and other resources for improving the quality of public services. It is established that the system of economic analysis does not provide methodological and organizational provisions that would allow to carry out analytical assessment of the state of formation and implementation of public-private partnership projects. As a result, a theoretical and methodological construction of economic analysis of the formation and implementation of public-private partnership projects was proposed, which would take into account the specifics of different forms of their implementation. This, in turn, allowed us to form a model of theoretical and methodological provisions of economic analysis of the formation and implementation of public-private partnership projects. In the course of the research, it was found that economic analysis is a tool that determines the catalysts for the development of the project and forms an information space for managerial decision-making on the future fate of the project by both the state partner and the applicants and subsequently by the private partners. The features of the proposed theoretical and methodological design of economic analysis of the formation and implementation of public-private partnership projects are determined. This formed the basis of the key concepts of economic analysis: object, object and purpose. Considering the specificity of the research object, the purpose of economic analysis is to evaluate the effectiveness of the PPP project implementation in the context of achieving the goal and effectiveness for each PPP participant through establishing causation. This has become a theoretical basis for the formation of components of the economic analysis system for the formation and implementation of public-private partnership projects, in particular: object, subject, methodological action and feedback. For each of these components of the economic analysis system, the directions of modification and the place in the formation of analytical support of the project participants are substantiated.
