АТЕСТАЦІЯ РОБОЧИХ МІСЦЬ ЗА УМОВАМИ ПРАЦІ НА ПІДПРИЄМСТВІ ТА НАПРЯМИ УДОСКОНАЛЕННЯ ЇЇ ПРОВЕДЕННЯ
Анотація
В статті дослідженні теоретичні підходи до атестації робочих місць; виявлені основні проблеми, пов’язані з її проведенням та визначені шляхи їх вирішення.
Системний аналіз практичного досвіду проведення атестації робочих місць за умовами праці в Україні дозволяє сформулювати основні напрями її удосконалення:
– у випадках, коли йдеться ідеться про пільги й компенсації, передбачені законодавством і про пільги й компенсації за рахунок коштів державних підприємств та організацій, слід більш відповідально поставитися до впорядкування суспільних відносин;
– нормативно-правовому забезпеченню мають підлягати основні етапи процедури проведення атестації робочих місць – створення атестаційної комісії; здійснення організаційно-підготовчих дій; дослідження факторів виробничого середовища і трудового процесу; оцінювання робочого місця за умовами праці; підведення підсумків та оформлення результатів атестації робочих місць за умовами праці;
– для підвищення якості, професійності проведення атестації робочих місць за умовами праці доцільно запровадити в Україні інститут атестуючих організацій.

APPRAISAL OF WORKPLACES ON WORKING CONDITIONS AT THE ENTERPRISE AND DIRECTIONS FOR IMPROVING ITS IMPLEMENTATION
Summary
The article investigates theoretical approaches to job certification; identified the main problems associated with its implementation and identified ways to solve them.
The most complete is the definition of job certification for working conditions as a system of periodic accounting, research and evaluation at a specific workplace of harmful and dangerous factors of the production sphere and the labor process, bringing them into compliance with the requirements of labor protection legislation, developing measures to improve working conditions activities, as well as receiving employee benefits and compensation for work in adverse conditions.
Taking into account the importance of the final stage of job certification, important steps have been formulated that need to be taken at the enterprise at the final stage of job certification under working conditions.
Systematic analysis of the practical experience of performance appraisal of workplaces in Ukraine and directions of its improvement, allows to formulate the main directions of perfection of performance appraisal of workplaces.
- in the case of benefits and compensations at the expense of non-state-owned enterprises, the main provisions of the current legislation should be retained in the issue of job certification. However, when it comes to the benefits and compensations provided by law and about the benefits and compensations at the expense of state-owned enterprises and organizations, one should take a more responsible attitude to regulate the mentioned social relations;
- regulatory and legal support should be subject to such basic stages of the procedure of performance appraisal of workplaces as the creation of the appraisal commission; implementation of organizational and preparatory actions; research of factors of production environment and work process; evaluation of the workplace by working conditions; summarizing and drawing up the results of job certification under working conditions;
- in order to improve the quality and professionalism of performance appraisal of workplaces, it is advisable to introduce in Ukraine the institute of appraisal organizations - legal entities that meet the requirements for carrying out activities in the field of appraisal of workplaces.
