СТРАТЕГІЯ СМАРТ-СПЕЦІАЛІЗАЦІЇ В КОНТЕКСТІ ЗАБЕЗПЕЧЕННЯ КОНКУРЕНТОСПРОМОЖНОСТІ РЕГІОНУ: ТЕОРЕТИЧНИЙ АСПЕКТ

Анотація

В рамках реалізації Угоди про асоціацію з Європейським Союзом, економічної інтеграції до ринку ЄС та включення у глобальні ланцюги формування доданої вартості вагомою є реалізація підходів смарт-спеціалізації в контексті формування політики регіонального розвитку в Україні. В статті проведене дослідження теоретичного аспекту формування та реалізації стратегії смарт-спеціалізації в контексті забезпечення конкурентоспроможності регіону. В рамках реалізації Угоди про асоціацію з Європейським Союзом, економічної інтеграції до ринку ЄС та включення у глобальні ланцюги формування доданої вартості вагомою є реалізація підходів смарт-спеціалізації в контексті формування політики регіонального розвитку в Україні. Смарт-спеціалізація визначається як підхід, при якому регіональні інтереси стають основою і складовою загальнонаціональних пріоритетів за рахунок вертикально орієнтованого підходу до вибору галузей або сфер державної підтримки, передбачає формування регіональної спеціалізації за рахунок консолідації зусиль усіх суб’єктів регіону на конкретних бізнес-функціях і процесах.

SMART SPECIALIZATION STRATEGY IN THE CONTEXT OF REGIONAL COMPETITIVENESS: THEORETICAL ASPECT

Summary

The article deals with the theoretical basis of smart specialization, its influence on the economic, scientific and technological specialization of the region, and, consequently, on its produc¬tivity, competitiveness and economic growth. It is determined that smart specialization concept involves the relationship between science, education and economy, and in the context of regional development we are talking about the triad «business – science – public sphere – governance». Smart specialization strategy, as an innovative system for regional economies, should identify priority areas in which regions and countries have competitive advantages or have the potential to generate knowledge-based development and economic transformation. The number and nature of these priorities will vary depending on the region. Smart specialization strategy requires identifying in each region one or more thematic areas where R&D and innovation policies should aim at creating and maintaining competitive advantages.
One of the important directions of realization of the provisions of the Association Agreement with the European Union, as well as economic integration from the EU common markets, and ensuring inclusion in the global chains of the implementation costs of implementation of the policy of regional development on the basis of intellectual specialization. Emphasizing the importance of its influence on the development of links between science, education and economics on a regional scale and its determining role in ensuring the optimal use of the potential of regions and the country as a whole in the context of adaptation to specific socio-economic conditions,. Particular attention will be paid to the theoretical aspects of the formation of regional innovation strategies developed by the European Commission, key processes for the preparation and implementation of strategies for smart specialization. The theoretical and methodological basis of the research will be the fundamental positions of modern economic theory, regional economics and spatial development, the theory of public administration, development of society.
