ВПЛИВ ЄВРОІНТЕГРАЦІЙНОГО ПРОЦЕСУ НА ЕКСПОРТНО-ІМПОРТНУ ПОЛІТИКУ УКРАЇНИ

Анотація

Досліджено поетапність формування взаємовідносин між Україною та Європейським Союзом у період з 1991 по 2018 років. Проаналізовано вплив євроінтеграційного процесу цього періоду на вітчизняні підприємства АПК та загалом на економіку України, особливо після запровадження з 2016 року режиму вільної торгівлі з країнами ЄС, що дозволило Україні диверсифікувати географію та номенклатуру товарів й послуг національного експорту у довгостроковій перспективі. Висвітлено процес радикальної переорієнтації відносин між Україною, Російською Федерацією і країнами ЄС. Виявлено вплив значної відмінності між Україною та країнами ЄС (існує великий розрив у рівнях економічного розвитку України і європейських країн, зокрема, це спостерігається і у сфері сільського господарства) на експортно-імпортну діяльність. Визначено можливості розвитку для експортної діяльності підприємств АПК України в умовах євроінтеграційних процесів.

THE IMPACT OF THE EUROPEAN INTEGRATION PROCESS ON THE EXPORT AND IMPORT POLICY OF UKRAINE

Summary

The stages of formation of relations between Ukraine and the European Union in the period from 1991 to 2018 are investigated. The impact of the European integration process of this period on domestic agricultural enterprises and the Ukrainian economy as a whole is analyzed, especially after the introduction of the free trade regime with the EU countries, which became fully operational from January 1, 2017, which allowed Ukraine to diversify its geography and nomenclature goods and services of national export in the long run. It is revealed that agro-industrial enterprises make a significant contribution not only to the development of the domestic economy, but the agro-industrial sector of Ukraine is a zone of interest for most European countries, especially in the context of the global agarian crisis. Also, the process of radical reorientation of relations between Ukraine, the Russian Federation and the EU countries is highlighted, as since 2014 relations with the main trading partner - the Russian Federation have become aggravated, Ukraine's loss of its markets, which has become the most powerful factor in the transformation of Ukrainian-Russian trade. enterprises not only to search for markets alternative to Russian, but also sources of supply of a number of goods, which in general led to the liberalization of trade between Ukraine and the EU. It was found that the free trade area carries both economic growth opportunities and threats to the country, its industries and enterprises, as there is a large gap in the levels of economic development of Ukraine and European countries. This is especially true in the agricultural sector, since its budget support in the EU is 45% of the gross value of the sector and in Ukraine it is only 6%. It also revealed a limitation of quotas for access of domestic agricultural and food products to international markets, which negatively affects their export potential. Possibilities of development for export activity of domestic agricultural enterprises under the conditions of European integration are determined, as Ukraine has favorable soil and climatic conditions, rich natural resources and human potential, centuries-old traditions of agriculture. All this makes it possible to obtain crops at volumes sufficient to meet domestic needs and to generate export potential.
