МІЖНАРОДНА ПРАКТИКА ПРОВАДЖЕННЯ КАДРОВОГО АУДИТУ

Анотація

У статті розглянуто міжнародну практику провадження кадрового аудиту на прикладі різних країн. Проаналізовано еволюцію HR функції з моменту її виокремлення. Визначено напрями провадження кадрового аудиту на прикладі Strategic HR inc. (США). Виділено спільні напрями провадження кадрового аудиту з канадськими компаніями. Визначено основні елементи системи провадження кадрового аудиту у міжнародній практиці. Зазначено важливість регулярного проведення кадрового аудиту для роботодавця. Розглянуто приклади штрафних санкцій за порушення у сфері HR у міжнародній практиці. Визначено, що при правильному проведенні кадрового аудиту, має підвищитись ефективність розробки та провадження кадрової політики, процеси планування та роботи з персоналом. Діагностовано, що втрата одного працівника, як оцінюється, коштуватиме компанії 50-150% від заробітної плати втраченого працівника за час і гроші, витрачені на заміну цього працівника.

INTERNATIONAL HR AUDIT PRACTICE

Summary

The article examines the international practice of HR audit on the example of different countries. The purpose of the HR audit is to conduct a more in depth analysis of the HR function to identify areas of strength and weakness and where improvements may be needed. The evolution of the HR function since its separation has been analyzed. Directions of HR auditing on the example of Strategic HR inc. (USA) are determined. The common areas of HR audit with Canadian companies are highlighted. The basic elements of the HR auditing system in international practice are identified. Conducting an audit involves a review of current practices, policies, and procedures, and may include benchmarking against organizations of similar size and/or industry. Areas that should be audited include, but are not limited to: legal compliance, record-keeping, compensation/pay equity, employee relations, performance appraisal systems, policies and procedures/employee handbook, terminations, health, safety and security. The importance of regular HR auditing for the employer is noted. It is also noted that the organization is responsible for ensuring HR compliance, and is therefore ultimately responsible for any liabilities that may arise. Examples of penalties for violations in the field of HR in international practice are given out. It has been determined that, with the proper conduct of HR audit, the effectiveness of the development and implementation of personnel policy, planning processes and staffing should be improved. It is recommended that the organization considers hiring outside legally-qualified counsel to perform the audit. By doing so, it can protect itself through the legal privileges against disclosure. By maintaining a satisfied and productive workforce, an employer lessens the expense associated with costly turnover of staff. It has been diagnosed that losing one employee is estimated to cost a company 50–150% of the lost employee’s salary in time and money spent to replace that employee. The role of the auditor is to give professional advice, but the decision of how to solve the problems will be left up to the organization itself. To make the most of an HR audit, companies must be ready and willing to take the next steps to ameliorate any possible issues that are revealed. It can be very frustrating, when HR knows that certain employment policies need to be revised or certain payment methods may not comply with legal requirements, and yet other members of the management team will not make the changes.
