АКТУАЛЬНІ ЗАВДАННЯ ТРАНСФОРМАЦІЇ МОНОФУНКЦІОНАЛЬНИХ МІСТ У ПРОЦЕСІ ПОДОЛАННЯ СИРОВИННОЇ ОРІЄНТАЦІЇ ЕКОНОМІКИ УКРАЇНИ
Анотація
У статті досліджуються проблеми економіки України, обумовлені структурними диспропорціями. Зроблений висновок про відкритість вітчизняної економіки, яка має наслідком не тільки отримання переваг від участі у міжнародній торгівлі, але й надмірну залежність від динаміки цін на світових ринках сировини та напівфабрикатів, які є основою українського експорту. Обґрунтовано, що спеціалізація на експорті сировини та напівфабрикатів із низькою доданою вартістю неминуче призведе до відставання України від провідних країн світу. Розглянуто причини такої спеціалізації, серед яких – забезпеченість відповідними корисними копалинами та неконтрольований розвиток ринкових відносин. Особлива увага приділена ролі монофункціональних міст у розвитку галузей, орієнтованих на експорт, та перспективі таких міст у процесі структурної перебудови.

ACTUAL PROBLEMS OF MONO-FUNCTIONAL CITIES TRANSFORMATION IN THE PROCESS OF OVERCOMING THE RAW ORIENTATION OF THE UKRAINIAN ECONOMY
Summary
The article examines the problems of the Ukrainian economy caused by structural imbalances. Based on the analysis of indicators of export and import quotas, the conclusion is made about the openness of the domestic economy. Such openness, on the one hand, has the effect of benefiting the country from participation in international trade. On the other hand, it causes excessive dependence of economic growth on the dynamics of prices on the world markets of raw materials and semi-finished products, which are the basis of domestic exports. It is stated that such dependence may indicate the presence in Ukraine of the “curse of resources” – a situation where a resource-rich country can not use them for the development of its own economy, which causes lower rates of economic growth compared to countries not provided with such resources. The combination of the “resource curse” with export orientation gives rise to “Dutch disease” – severe dependence of the economy and state budget from the export of a limited number of types of raw material that ensures the vast majority of government revenues, but also leads to satisfaction of needs of population in goods and services mainly through imports and, as a consequence, the weak development of its own production. Thus, it is concluded that specialization in the export of raw materials and semi-finished products with low added value will inevitably lead to the lag of Ukraine from the leading countries of the world. Special attention is paid to the role of monofunctional cities in the development of export-oriented industries and the prospects of such cities in the process of structural adjustment. Based on the analysis of the formation of industrial production, it is argued that in the course of industrialization, the formation of monofunctional cities contributed to the development of metallurgical industries in uninhabited areas, but after a while showed signs of their decline. It is proved that the main reason for the decline are structural shifts in the economy, as a result of which the city-forming enterprises are closed.
Prospects of monofunctional cities in Ukraine are considered in connection with the need for structural adjustment. It is argued that overcoming the raw orientation of the domestic economy can lead to the decline of such cities. It is proposed to use the experience of the leading countries of the world, which carried out the restructuring of monofunctional cities. It is proved that one of the most attractive options for restructuring is the transformation in compliance with the principle of economic transformation.
