ОСОБЛИВОСТІ ВИКОРИСТАННЯ ДЕРЖАВНО-ПРИВАТНОГО ПАРТНЕРСТВА В ОСВІТІ: ЗАКОРДОННИЙ ДОСВІД
Анотація
Стаття присвячена використанню співпраці держави та приватного бізнесу у формі державно-приватного партнерства (ДПП) в галузі надання освітніх послуг. Освітня галузь займає основоположне місце в структурі функцій держави через наступні чинники: є однією з передумов забезпечення сталого розвитку; є базисом національної безпеки держави; створює рівні можливості для самореалізації людини; визначає конкурентоспроможність національної економіки тощо. Проте, на сьогодні склалась ситуація, коли держава одноосібно не в змозі здійснювати надання освітніх послуг належної якості стосовно вимог сьогодення, що пов’язано з обмеженими можливостями державного бюджету, браком інновацій державних закладів освіти, неадекватною реакцією на запити ринку, низькою якістю освітніх послуг, відсутністю належної системи менеджменту, підбору кадрів, оплати та мотивації тощо. Як показує досвід інших країн світу, одним з варіантів вирішення цієї проблеми могло б стати залучення ресурсів приватного бізнесу на засадах державно-приватного партнерства, яке б дало змогу поєднати можливості останнього із соціальною спрямованістю держави.

PECULIARITIES OF PUBLIC-PRIVATE PARTNERSHIP USE IN EDUCATION: FOREIGN EXPERIENCE
Summary
The article is devoted to the use of public-private partnerships in the form of public-private partnerships (PPPs) in the provision of educational services. The educational sector occupies a fundamental place in the structure of the functions of the state due to the following factors: it is one of the prerequisites for ensuring sustainable development; it is the basis of national security of the state; it creates equal opportunities for human self-realization; it determines the competitiveness of the national economy and so on. However, today there is a situation where the state alone is not able to provide good quality education services according to the nowadays requirements, due to limited state budget capabilities, lack of innovation of state educational institutions, inadequate response to market requests, poor quality of educational services, lack of a proper management system, recruitment, wages and motivation and more. According to the experience of the other countries, one of the ways to resolve this problem could be to attract the resources of private business on the basis of public-private partnership, which would combine the opportunities of the latter with the social orientation of the state. It would allow to receive the following advantages comparing with the traditional way of public assets development and related services provision: private management orientation on satisfaction of consumers’ needs; educational innovation of private business; distribution of risks between the parties on the principle of the best treatment of them; life-time costing of the project; higher quality of assets and educational services; lower production costs; financial resources of the private sector; preschedule or timely implementation of the project; opportunities for the state budget to fund additional social expenditures etc. The paper studies the main features of public-private partnership and its models, which are used in the provision of educational services. Besides, experience of different countries in the field of educational PPPs is analyzed. The recommendations for improving of the public-private partnership development in Ukraine are elaborated.
