КОНКУРЕНТНІ ПЕРЕВАГИ ЕКОЛОГО-ЕКОНОМІЧНОГО РОЗВИТКУ РЕГІОНУ

Анотація

У статті розглянуто сутність конкурентоспроможності регіону, їх інноваційні складові. Авторами проаналізовано та згруповано основні підходи до визначення сутності конкурентоспроможності регіонів. Основну увагу приділено зарубіжним підходам до конкурентоспроможності регіонів. Існуючі теоретичні надбання доповнено власним баченням еколого-економічної складової конкурентоспроможності регіонів. У статті проведено розмежування конкурентоспроможності регіонів на різних рівнях: національному та транскордонному. Традиційний для України підхід до регіону як території для розміщення продуктивних сил втілювався в політиці, що визначалася зверху, яка сформулювалася як соціально орієнтована політика вирівнювання регіонів. Саме у парадигмі регіону як економічної системи закладена ідея глобальної конкуренції і пошуку внутрішніх сил розвитку регіону, ідея переходу від пасивних заходів підтримки до створення активних стратегій, розробці і розвитку конкурентних переваг регіону. В результаті сформульовано нове сутнісне бачення еколого-економічного розвитку регіону та реалізації конкурентних переваг у даному контексті.

COMPETITIVE ADVANTAGES OF ECOLOGICAL AND ECONOMIC DEVELOPMENT OF THE REGION

Summary

The article deals with the essence of the region's competitiveness, their innovative components. The authors analyzed and grouped the main approaches to determining the competitiveness of regions. The focus is on foreign approaches to the competitiveness of the regions. The existing theoretical value is complemented by our own vision of the ecological and economic component of regional competitiveness. The article distinguishes between the competitiveness of regions at different levels: national and cross-border. Ukraine's traditional approach to the region as a territory for the deployment of productive forces was embodied in a top-down policy that was formulated as a socially oriented policy of regional alignment. It is in the paradigm of the region as an economic system that the idea of global competition and the search for internal forces of development of the region is laid, the idea of moving from passive support measures to creating active strategies, developing and developing competitive advantages of the region. In Ukraine, the competitiveness of the economy has significant regional specificity. First of all, it is the diversity of regions by type of economy, by the combination of competitive advantages and disadvantages, levels of economic development. The competitiveness of regions differs sharply from the point of view of differences in the size of the gross product of the population above the average level of the structure of the production, export potential, security of infrastructure, investment climate and other factors. Inter-regional competition for investment (especially large corporations) and skilled personnel, for the distribution of government orders and transfers from the state budget, is growing. In the context of private business development, the regional authorities can influence the investment of enterprises in the region's economy only by creating an attractive business climate. In Ukraine, the competitiveness of the economy has significant regional specificity. First of all, it is the diversity of regions by type of economy, by the combination of competitive advantages and disadvantages, levels of economic development. The competitiveness of regions differs sharply from the point of view of differences in the size of the gross product of the population above the average level of the structure of the production, export potential, security of infrastructure, investment climate and other factors. As a result, a new essential vision of the ecological and economic development of the region and the realization of competitive advantages in this context are formulated.
