СТРАТЕГІЧНІ ЗАСАДИ РОЗВИТКУ СОЦІАЛЬНОГО КАПІТАЛУ ПАРКОВИХ СТРУКТУР УКРАЇНИ В УМОВАХ ІНФОРМАЦІЙНОЇ ПРОЗОРОСТІ
Анотація
Охарактеризовано стратегічні засади розвитку соціального капіталу паркових структур України в умовах інформаційної прозорості. Узагальнено ключові нормативно-правові акти, що одночасно зумовили та стали наслідком розвитку паркових структур в Україні. Визначено характерні риси етапів динамічного розвитку паркових структур. Підкреслено неефективне використання привілеїв, що надавалися парковим структурам. Відзначено пожвавлення тенденцій розвитку паркових структур після 2014 р. Доведено формалізм у виконанні вимог до функціонування паркових структур, заміну джерел фінансування, відсутність учасників та партнерів, суттєву різницю у часі між відкриттям та реєстрацією парків. Сформульовано підстави для виключення формальних паркових структур з реєстру та позбавлення статусу індустріального парку. Представлено вимоги забезпечення інформаційної прозорості та критеріїв оцінювання діяльності паркових структур.

STRATEGIC FUNDAMENTALS FOR SOCIAL CAPITAL DEVELOPMENTOF THE PARKING STRUCTURES OF UKRAINE IN THE CONDITIONS OF INFORMATION TRANSPARENCY
Summary
The article describes the strategic principles of social capital development of park structures of Ukraine in terms of information transparency. The key regulatory acts that led to and resulted from the development of park structures in Ukraine are summarized. The characteristic features of the stages of dynamic development of park structures have been determined. The first period of formation (until 2007) is characterized by the formation of their legal support, then by 2010, the mechanism of functioning of park structures has basically already been launched, projects and activities - implemented and evaluated. To date, there is a reboot of the park mechanism, improvement of regulatory and legal support, expansion of the tools of functioning and control.
Statistical analysis of indicators of the results of the functioning of the FEZs and TPDs in Ukraine for the period up to 2015 proved inefficient, inappropriate and irrational use of the privileges granted as a result of the introduction of a certain regime and the resources involved.
The tendency of development of park structures after 2014 is noted. The time that elapsed from the opening of the park to its registration is significant and differs in all structures and in different periods, which shows the fluctuations of the decision-makers regarding the expediency of registration. Formal attitude of park creation initiators to the requirements of regulatory state bodies has been proved. Selection for investment projects at the expense of the State Regional Development Fund has been followed by non-compliance with specific requirements. Most of the parks were also unable to attract participants, so the lack of own funding was transferred to the State Regional Development Fund. Additional recommendations are given for deciding whether to involve the state as a participant for co-financing.
The grounds for exclusion of formal park structures from the register and deprivation of industrial park status have been formulated. Requirements for providing information transparency and criteria for evaluating the activities of park structures are presented. Compliance with these criteria of information transparency of park structures will be the basis for the development of an appropriate monitoring system, without which the dispersion of budgetary funds between individual territories and projects will legally continue.
