ЕКОЛОГО-ЕКОНОМІЧНА РІВНОВАГА ЯК ЧИННИК КОНКУРЕНТОСПРОМОЖНОСТІ РЕГІОНІВ

Анотація

У статті виявлено закономірності розвитку продуктивних сил в умовах екологічних обмежень для досягнення еколого-економічної рівноваги з метою стабільної конкурентоспроможності регіону. Запропоновано поняття «природна ємність регіону» та «природно-техногенна ємність регіону». Обґрунтовані можливості економічного зростання в регіоні з урахуванням обмежень природної ємності. Розглянуто властивості граничної природної ємності території регіону та граничної виробничої потужності економіки регіону та висловлене припущення про існування моделі ідеального господарювання у регіоні. Запропоновано еколого-економічну рівновагу регіонального розвитку інтерпретувати як структурно-кількісну рівновагу екологічної та економічної регіональних систем. Наведено характеристики регіонального розвитку типів «прогрес» та «катастрофа» у результаті переходу від одного стану еколого-економічної рівноваги до іншого під впливом екологічних чинників. Обґрунтована необхідність розробки політики регулювання перехідних еколого-економічних процесів у регіоні для збереження його конкурентоспроможності.

ENVIRONMENTAL AND ECONOMIC BALANCE AS A FACTOR OF COMPETITIVENESS OF REGIONS

Summary

The article deals with the problem of achieving environmental and economic balance of the regions as a positive factor in strengthening territorial competitiveness, increasing trade and approaching economic cohesion and social fairness. The latest research outcomes by scientists from around the world published in topic-prominent journals are analysed and main conflicting theories and approaches to economic and environmental balance of regional development are revealed. The reasons and factors influencing the low level of environmental and economic development are highlighted. The article proves that environmental and economic goals of economic units acting in a region are conflicting by their nature instead of being complimentary and friendly to each other. That is why, the article states, policy for regional development is impossible to build on ideas of peaceful coexistence of processes providing natural exhaustion and economic growth at the same time. The laws of development of productive forces in the conditions of environmental restrictions for achievement of ecological and economic equilibrium for the purpose of stable competitiveness of the region are underlined. The concepts "natural capacity of the region" and "natural-technogenic capacity of the region" are proposed. Economic growth opportunities in the region are substantiated, taking into account the limitations of natural capacity. The properties of the marginal natural capacity of a region and the marginal production capacity of the economy in a region are considered and the assumption is made about the existence of a model of ideal economy in the region. It is proposed to interpret the environmental and economic equilibrium of regional development as a structural and quantitative equilibrium of ecological and economic regional systems. The characteristics of regional development of the types of "progress" and "catastrophe" as a result of the transition from one state of ecological and economic equilibrium to another under the influence of environmental factors are presented. The necessity of developing a policy for regulation of transitional environmental and economic processes in the region to preserve its competitiveness is substantiated.
