АНАЛІЗ СТАНУ КАПІТАЛЬНИХ ІНВЕСТИЦІЙ В ЕКОНОМІКУ РЕГІОНІВ УКРАЇНИ
Анотація
Одним з стратегічних пріоритетів розвитку України в умовах глобалізації, з урахуванням ключових світогосподарських тенденцій, має стати підвищення значущості регіонів. Структурне та якісне оновлення виробництва та створення ринкової інфраструктури практично повністю відбувається шляхом і за рахунок капітальних інвестицій. Зміцнення виробничої діяльності усіх підприємств реального сектора економіки, а тим самим підвищення суспільного відтворення, неможливе без інтенсифікації відтворення та поліпшення використання діючих основних засобів за рахунок капітальних інвестицій. Обґрунтовано актуальність проведення як на найближчу, так і на віддалену перспективу аналізу стану капітальних інвестицій в економіки регіонів України з метою збільшення економічних вигод. Проаналізовано динаміку зміни обсягу усіх капітальних інвестицій і капітальних інвестицій на одну особу за регіонами України у 2012 – 2018 рр. Зокрема, виявлено, що упродовж 2012 - 2018 рр. тенденція зміни значення коефіцієнту диференціації обсягу капітальних інвестицій на одну особу була мінливою: повільне зменшення з 13,0 у 2012 р. до 12,6 у 2013 р. і до 11,6 рази у 2014 р. (хоча у 2014 р. спостерігалося збільшення коефіцієнту для усього обсягу капітальних інвестицій), стрімке збільшення до 33,1 рази у 2015 р., зменшення до 19,7 рази у 2016 р. та знову стрімке збільшення до 30,8 у 2017 р. і до 46,2 рази у 2018 р. Стабільно найбільші обсяги капітальних інвестицій спостерігались в економіку м. Києва, найменші – в економіку Закарпатської (у 2012 р.), Херсонської (у 2013 - 2014 рр.) і Луганської (у 2015 – 2018 рр.) областей. Без урахування у 2015 – 2018 рр. показників Луганської області спостерігалась тенденція зміни значення коефіцієнту диференціації обсягу капітальних інвестицій на одну особу без значних стрибків: збільшення до 15,9 рази у 2015 р., зменшення до 12,6 рази у 2016 р. та знову збільшення до 14,2 у 2017 р. і до 16,7 рази у 2018 р. Найменші значення обсягів мали Донецька (у 2015 р.) і Чернівецька (у 2016 – 2018 рр.) області. Наведено авторські висновки та визначено перспективи для подальших досліджень. Надано пропозиції щодо підвищення ефективності сучасної регіональної політики в Україні.

ANALYSIS OF THE SITUATION WITH CAPITAL INVESTMENTS IN THE ECONOMY OF REGIONS IN UKRAINE
Summary
One of the strategic priorities for the development of Ukraine in the context of globalization, considering key global economic trends, should be to increase the importance of regions. Structural and qualitative renovation of production and creation of a market infrastructure is almost entirely carried out through and at the expense of capital investment. Strengthening the production activities of all enterprises in the real economy sector, and thereby increasing social reproduction, is impossible without the intensification of reproduction and improvement in existing fixed assets utilization through capital investments. It has been substantiated the relevance of conducting both the short and long term evaluation of the state of capital investments in the economies of regions of Ukraine in order to increase economic benefits. The dynamics of changes in all the capital investments volume and capital investments per capita in regions of Ukraine within the period of years 2012 - 2018 is analyzed. It was revealed as follows: in 2012 - 2018 the tendency to change the coefficient of differentiation in the total capital investments volume was variable: a slight decrease from 35.7 in 2012 to 33.1 times in 2013, an increase to 40.2 in 2014 and up to 42.8 times in 2015, a slight decrease to 39.8 times in 2016, a rapid increase to 45.5 in 2017 and up to 62.2 times in 2018. Consistently, the largest capital investments volumes were observed in the economy of Kiev, the smallest - in the economy of Chernivtsi (in 2012, 2014, 2016 - 2017), Luhansk (in 2015, 2018) and Kherson (in 2013) regions. Through years 2012 - 2018 the tendency to change the value for the coefficient of differentiation in the capital investment volume per capita was also volatile: slow decrease from 13.0 in 2012 to 12.6 in 2013 and to 11.6 times in 2014 (although, in 2014 there was observed an increase in this coefficient for the entire volume of capital investments), a rapid increase to 33.1 times in 2015, a decrease to 19.7 times in 2016 and again a rapid increase to 30, 8 in 2017 and up to 46.2 times in 2018. Still consistently the largest capital investments volumes were observed in the economy of Kiev, the smallest - in the economy of Transcarpathian (in 2012), Kherson (in 2013 - 2014) and Luhansk (in 2015 - 2018) areas. Excluding indicators of the Luhansk region for years 2015 – 2018 presented, a tendency to change the coefficient of differentiation in the capital investments volume per capita is found without significant leaps: an increase to 15.9 times in 2015, a decrease to 12.6 times in 2016 and again an increase to 14.2 in 2017 and to 16.7 times in 2018. The lowest volumes were observed in the Donetsk (in 2015) and Chernivtsi (in 2016 - 2018) regions. The work presents authors' conclusions and determines prospects for further studies. Suggestions are provided to improve the effectiveness of modern regional policy in Ukraine.
