ДИНАМІКА І ПЕРСПЕКТИВИ РОЗВИТКУ ТУРИЗМУ В ЧОРНОБИЛЬСЬКІЙ ЗОНІ

Анотація

Досліджено історію розвитку чорнобильського туризму як інноваційної туристичної дестинації. Проаналізовано динаміку туристичних потоків в Чорнобильську зону протягом 2015-2019 рр. На основі динамічного ряду кількості відвідувачів зони відчуження методом побудови простої лінійної регресії оцінено середній абсолютний щорічний приріст цього показника і середні темпи його зростання. Визначено основні поштовхи, що сприяють підвищенню туристичного інтересу до цієї незвичайної туристичної дестинації. На підставі аналізу структури туристичного потоку констатується суттєве перевищення кількості іноземних відвідувачів зони над вітчизняними (79% і 21% відповідно). Прогнозується значення показника кількості відвідувачів чорнобильської зони і обсягів надання туристичних послуг в грошовому еквіваленті на 2020 рік. Обговорюються можливі шляхи регулювання, контролю і удосконалення обслуговування туристичних потоків в зоні відчуження. Відповідно до указу, виданого президентом України, удосконалення обслуговування туристичних потоків передбачає розробку нових туристичних маршрутів, включаючи водні шляхи, будівництво нових пунктів пропуску та відновлення і модернізацію існуючих.

THE DYNAMICS AND PERSPECTIVES OF TOURISM DEVELOPMENT IN CHERNOBYL ZONE

Summary

The history of Chernobyl tourism development as an innovative tourist destination was investigated. The dynamics of tourist flows into the Chornobyl zone during 2015-2019 was analyzed. The average absolute annual growth of this index and the average growth rate were estimated by the method of constructing a simple linear regression, on the basis of the dynamic range of visitor’s number of the alienation zone. The main impulses that contribute to the increase of tourist interest to this unusual tourist destination were identified. A significant excess of the number of foreign visitors over the domestic (79% and 21% respectively) was ascertained, based on the analysis of the structure of the tourist flow. The index of visitors number to the Chernobyl zone and the volume of provided tourist services were projected in monetary terms for 2020 by maintaining the trend of the last 4 years. Currently, travelers are allowed to visit Chornobyl with a guide on the basis of the Law of Ukraine "On the legal regime of the territory subjected to radioactive contamination as a result of the Chornobyl disaster" and after obtaining the permission of the Head of the State Agency of Ukraine for Management of the Alienation Zone. The boundaries of the zone are changed in accordance with the data of annual dosimetric passports, and the visit to these territories requires obligatory dosimetric control of people and vehicles.
The mentioned law does not contain specific articles regulating the visit to the area for tourist purposes, but proposals containing elements of tourist travel (for example, water and air excursions, or visiting locations of the shooting of the TV series "Chernobyl") gradually appear from tourist operators, and the site of the greatest environmental disaster is being transformed into a territory of positive use. Possible ways of regulating, controlling and improving the maintenance of tourist flows in the alienation zone are discussed. According to the decree issued by the president of Ukraine, the makeover will involve developing new tourist routes including waterways, building new checkpoints and restoring and upgrading existing ones.
