ФАКТОРИ ІНТЕНСИФІКАЦІЇ РОЗВИТКУ ТІНЬОВОЇ ЕКОНОМІКИ В УКРАЇНІ

Анотація

У статті на основі аналізу результатів міжнародних наукових досліджень та вітчизняних тенденцій виокремлено та обґрунтовано причини існування тіньової економіки в Україні. Визначено взаємозв’язок тіньової економіки та показників економічного розвитку.
Обгрунтовано, що економічна вигідність є тим фактором, який провокує суб’єкта господарювання до протиправних дій. Продемонстровано, що вагомим, проте не визначальним фактором тіньової діяльності в Україні є надмірне податкове навантаження. Окрім високого рівня податкового навантаження, до причин активізації тіньової діяльності в Україні слід віднести: нерівномірний розподіл податкового тягаря, погіршення фінансового стану бізнесу і населення, використання ухилення від оподаткування як фактора підвищення конкурентоздатності.
Зроблено висновок: з метою детінізації економіки уряд України повинен оптимізувати державне регулювання господарської діяльності з акцентами на виконанні законів та правил, а не збільшенні регулятивних норм.
Виокремлено психологічні фактори, які здійснюють інтенсифікацію тіньової діяльності суб’єктів господарювання в Україні, а саме: 1) недовіра до державного апарату; 2) низький рівень розвитку податкової етики та податкового менталітету.

FACTORS OF INTENSIFICATION OF THE DEVELOPMENT OF THE SHADOW ECONOMY IN UKRAINE

Summary

In the article, on the basis of the analysis of the results of international scientific researches and national trends, the reasons for the existence of the shadow economy in Ukraine are highlighted and substantiated.
The relationship between the shadow economy and economic development indicators is identified. The analysis of the dynamics of the indicators of the level of the shadow economy in Ukraine showed that they have an inverse relationship with the indicators of the level of economic development.
It is justified that economic advantage is the factor that provokes the entity to the wrongful act. It has been shown that a significant, but not decisive, cause of shadow activity in Ukraine is the excessive tax burden. In addition to the high level of tax burden, the reasons for the intensification of shadow activity in Ukraine include the following: uneven distribution of the tax burden; deterioration of the financial condition of business and the population due to the economic crisis; the use of tax evasion as a factor in improving competitiveness.
Taking into account the research results of foreign scientists, it is concluded that an increase in the intensity of legal regulation (often measured by the number of legal acts, requirements for permits) is another important factor that reduces the freedom (choice) for persons engaged in official economic activity. Against this background, in order to shade the economy, the Government of Ukraine should optimize state regulation of economic activity with an emphasis on compliance with laws and rules, rather than increasing regulatory standards.
The psychological factors that determine the intensification of the shadow activity of economic entities in Ukraine are distinguished, namely: 1) distrust of the state apparatus caused by corruption, economic and political crises, low welfare, irrational use of budgetary funds; 2) low level of development of tax ethics and tax mentality, partly due to the level of corruption in the society, distrust of the state power.
