ПРЕВЕНТИВНИЙ МОНІТОРИНГ УМОВ СТАЛОГО РОЗВИТКУ АВІАЦІЙНОЇ ГАЛУЗІ

Анотація

Питання сталого розвитку галузей привертає увагу державних органів регулювання в контексті перспектив наявності необхідних фінансових ресурсів та відповідно високих показників роботи економічних агентів галузі. Метою статті є розробка і обґрунтування універсальної методики превентивного тестування сталості розвитку економічних агентів галузі. У процесі дослідження використано такі загальнонаукові методи: дедукції при аналізі сучасних тенденцій галузевого розвитку; формалізації при визначенні ключових принципів державного превентивного моніторингу; систематизації та узагальнення при встановленні ключових показників фінансово-економічної оцінки сталості розвитку. Результати. Визначено нормативні завдання формування єдиної системи показників оцінювання економічних агентів авіаційної галузі. Сформовано концепцію складу системи показників, що синтезують аналіз стану рентабельності, платоспроможності, структури балансу, ділової активності, фінансової стійкості та вірогідності банкрутства. Сформульовано принципи та фундаментальні положення проведення превентивного моніторингу суб’єктів галузі, якими є підприємства авіаційної промисловості, транспортні перевізники та аеропорти. Перспективами подальших досліджень є розробка диференційованої шкали рейтингового оцінювання із формулюванням рекомендацій щодо державного регулювання партнерських відносин в галузі.

PREVENTIVE MONITORING OF CONDITIONS FOR SUSTAINABLE DEVELOPMENT OF THE AVIATION INDUSTRY

Summary

The issue of the sustainable development of industries is in focus of governmental regulative institutions in the context of perspectives of financial resourcing and operational performance of economic agents within industry. The goal of the article is to develop and reason the universal methodology for preventive testing of the sustainability development of industry’s economic agents. For the research the article adopted general scientific methods as deduction method to analyze current trends of industrial development; formalization method to formulate the key principles of governmental preventive monitoring, systematization and generalization method to set the key indicators of financial-economic evaluation of the sustainability of the development. Skytrax rating is widely used in aviation industry to assess its economic agents, but none of the Ukrainian ones are participating in the assessment. Based on benchmarking methodology this rating helps to reveal relations among industrial agents and primary targets for governmental regulation and intervention. Applying this methodology to Ukrainian agents helps to build the system of indicators for sustainable development evaluation. Results. The article research generates the normative objectives for formulating of the common system of indicators for evaluation of the economic agents of the aviation industry. The concept for evaluation indicators system was elaborated. It synthesizes the analysis of profitability, solvency, balance structure, business activity, financial stability and bankruptcy probability. Considering the Ukrainian agents, the airports show better financial performance, including solvency and profitability, while the air carriers and the aircraft equipment manufacturers has not reached high levels of financial stability. The article formulates the principles and fundamental thesis to conduct a preventive monitoring of industry’s agents, including aircraft manufacturers, air carriers and airports. The perspectives for the further research relate to developing of differentiate scale for rating assessment and forming recommendations for regulation of partnership relations within the industry.
