НАУКОВО-МЕТОДИЧНИЙ ІНСТРУМЕНТАРІЙ ОЦІНКИ РІВНЯ ЕКОНОМІЧНОЇ БЕЗПЕКИ КРАЇН СВІТУ: ІНТЕГРАЦІЙНИЙ ПІДХІД
Анотація
У статті розглянуто сучасний науково-методичний інструментарій дослідження економічної безпеки, доведено доцільність використання інтеграційного підходу, що передбачає застосування методичного апарату багатовимірного оцінювання складових економічної безпеки. Доведено, що складність та суперечливість концепту економічної безпеки країн вимагає пошуку нових підходів щодо визначення її змістовного наповнення, розвитку методологічного апарату її оцінювання. Систематизовано існуючі методики оцінювання та аналізу рівня економічної безпеки. Запропоновано та описано авторську методику оцінювання економічної безпеки країн, яка включає запропонований інтегральний індекс безпеки, що враховує фактори регіональної ознаки та рівня соціально-економічного розвитку країн, використання якої дозволить встановлювати відмінності у системах забезпечення економічної безпеки країн із різним рівнем розвитку. Запропонована методика включає обґрунтування структури відповідного індексу міжнародної економічної безпеки, визначення способів нормування, обрання форми інтегрального розрахунок інтегральних оцінок та аналіз результатів. Ґрунтуючись на тому, що економічна безпека країни нерозривно пов'язана зі стійким розвитком національної економічної системи, обґрунтовано доцільність кореляції індикаторів економічної безпеки країн світу із цілями Концепції сталого розвитку ООН.

SCIENTIFIC AND METHODOLOGICAL TOOLS FOR ASSESSING THE ECONOMIC SECURITY LEVEL OF THE WORLD COUNTRIES: INTEGRATION APPROACH
Summary
In the article the modern scientific and methodological tools for studying economic security are examined and the most common approaches are identified: the resource-functional approach, the reproductive approach, the value approach, the conceptual approach, the integrated approach, the system approach, the system- synergistic approach. The expediency of using the integration approach, which provides for the application of the methodological apparatus of multidimensional assessment of the components of economic security, is proved. It is shown that the complexity and inconsistency of the countries economic security concept requires the search for new approaches to determine its content, the development of the methodological apparatus for its assessment. The existing methods for assessing and analyzing the level of economic security are systematized. An author's methodology for assessing the economic security of countries is proposed and described, that includes an integrated safety index that takes into account factors of regional characteristics and the socio-economic development level of countries, the use of which will allow to establish differences in the systems of ensuring countries economic security of with different development levels. The proposed methodology includes the corresponding index structure justification of international economic security based on the allocation components of different orders, the system formation of security indicators, the systematization of possible parameters regarding the nature of their impact on the economic security level and its components; determination of methods for normalizing individual parameters, which will ensure their reduction to a comparative form and allow aggregation to the corresponding structure of the final integral index; the appropriate form selection of an integral indicator and the significance assessment of the individual components of the sub-indices and the individual parameters included in them; conducting appropriate empirical calculations; analysis of the results. Based on the fact that the country's economic security is inextricably linked with the sustainable development of the national economic system, the feasibility of correlating the economic security indicators of the world countries with the goals of the UN Sustainable Development Concept is substantiated.
