ПРОГНОЗУВАННЯ У СИСТЕМІ МЕТОДІВ РЕГУЛЮВАННЯ СОЦІАЛЬНОГО КАПІТАЛУ НАЦІОНАЛЬНОЇ ЕКОНОМІКИ
Анотація
Метою публікації є поглиблення теоретико-методичних положень та розроблення науково-практичних рекомендацій щодо удосконалення процесів прогнозування соціального капіталу макро- та мезорівня національної економіки (СКНЕ). У ході дослідження вивчаються методологічні підходи до визначення сутності соціального капіталу як здатного до самозростання у процесі використання нематеріального довгострокового активу сукупності креативних відносин між взаємопов’язаними інституціональними суб’єктами національної економіки з приводу розширеного відтворення суспільно значимих норм та цінностей. Перспективи прогнозування соціального капіталу формуються у контексті пріоритетної реалізації постіндустріальної моделі прискореного інформаційного, мережевого, шарингового, нового індустріального епохи промислової революції 4.0, гуманомічного, неінституціонального розвитку “поведінкової економіки” в рамках шостого технологічного укладу і пов’язуються з трансформаційною модернізацією національної економіки.

FORECASTING IN THE SYSTEM OF METHODS OF REGULATION OF NATIONAL ECONOMY’ SOCIAL CAPITAL
Summary
The purpose of the publication is to deepen the theoretical and methodological provisions and to develop scientific and practical recommendations for improving the processes of forecasting social capital of macro- and mesolevel of national economy (SCNE). The study examines methodological approaches to defining the essence of SCNE as capable of self-growth in the process of using an intangible long-term asset of a set of creative relationships between interconnected institutional actors of the national economy regarding the expanded reproduction of socially significant norms and values that comprehensively characterize it value, co-evolutionary network good with the inherent features of a scarce resource that produces additional value, structural in the interpersonal relationship of trust of the means of increasing the financial and organizational resources of stakeholders by reducing transaction costs, simplifying access to material capital, adequate perception and use of market information, increasing the level of consolidation of society and stabilizing the processes of economic growth, collective and individual well-being of individual well-being network economy and the content of the mechanism of its regulation. SCNE forecasting perspectives are formed in the context of the priority implementation of the post-industrial model of accelerated information, networking, sharing, the new industrial era of the Industrial Revolution 4.0, the humanistic, non-institutional development of the “behavioural economy” within the sixth technological framework and the transformation of national economy. It is established that in full compliance with modern requirements of regulation by means of forecasting of the future state, structure, prospects of growth of value of elements of SCNE such direction of modernization of approach to classification which provides possibility of flexible consideration of differences between them on level of functioning and quantity of components, content of elements as economic good, signs of the purpose of functioning of individual components, from the point of view of the epistemological approach, peculiarities of embodiment in the capital resources of the stable increase of the level of individual and collective well-being of stakeholders of innovative ecosystems, by external manifestations, from the point of view of influence on the subject of social innovative investing.
