БЕЗПЕКА ПРОФЕСІЙНОЇ ДІЯЛЬНОСТІ ТА ЕКОНОМІЧНІ НАСЛІДКИ

Анотація

Проведено аналіз статистичних даних щодо кількості, які постраждали внаслідок нещасних випадків виробничого характеру та осіб, які набули професійні захворювання. Із статистичних даних видно, що за останні два десятиліття загальний травматизм на території Львівській області знизився у більше, ніж в чотири рази. Проте динаміка зміни професійної захворюваності за останні роки не така однозначна, хоча також спостерігається позитивна тенденція. У структурі професійних захворювань перше місце посідають хвороби органів дихання – 68%, далі захворювання опорно-рухового апарату та вібраційна хвороба. Методом математичного моделювання розраховані лінії тренда зміни виробничого травматизму за період 2002-2019 р. За результатами проведених обрахунків моделі з найбільшим значенням достовірності апроксимації виявився поліном другого порядку. Зроблено прогноз рівня виробничого травматизму на наступні три роки. Розрахунок ефективності працеохоронних заходів оцінювали залежністю між валовим регіональним продуктом та виплатами страхових відшкодувань Фонду соціального страхування. Майже однакові cередньорічні темпи росту валового регіонального продукту та темпи росту виплат страхових відшкодувань вказують на низьку ефективність працеохоронних заходів. Це пояснюють або недостатньою кількістю коштів, що використовують для профілактики нещасних випадків та професійних захворювань, або неефективністю їхнього використання. Встановлено, що рівень травматизму зменшується, проте зростають витрати пов’язані із ліквідацією наслідків нещасних випадків.

PROFESSIONAL SECURITY AND ECONOMIC CONSEQUENCES

Summary

An analysis of the statistics on the number of persons injured due to industrial accidents and persons having acquired occupational diseases was carried out. The statistics show that over the past two decades the total injurіes in the Lviv region has decreased more than four times. However, the dynamics of change in occupational disease in recent years is not so clear, although there is also a positive trend. In the structure of occupational diseases, the first place is occupied by respiratory diseases - 68%, then diseases of the musculoskeletal system and vibrational disease. The trend lines of change of industrial traumatism for the period 2002-2019 was calculated by the method of mathematical modeling. According to the results of the calculations, the model with the highest value of the approximation reliability was a second order polynomial. The forecast of the level of industrial traumatism for the next three years is made. The calculation of the effectiveness of safety measures was assessed by the relationship between the gross regional product and insurance payments. Almost identical average annual growth rates of gross regional product and growth rates of insurance indemnity payments indicate low efficiency of labor protection measures. A positive trend in the decrease of insurance payments has been observed since 2014. In that time, GRP growth rates outpaced insurance payments growth by approximately 10%. However, the average monthly amount of insurance payments in recent years is unchanged and is approximately 1.05 minimum wages. Therefore, an increase in insurance payments against the backdrop of an overall decrease injury indicates a significant economic loss associated with injury.The problems of injury and occupational disease in the structure of economic costs are often underestimated. The decline in absolute numbers does not at all mean solving the main problems of professional activities in security matters. This is explained either by the lack of funds used to prevent accidents and occupational diseases, or the ineffectiveness of their use. Injuries have been found to be decreasing, but the costs associated with eliminating the consequences of accidents are increasing.
