ОСОБЛИВОСТІ ВИКОРИСТАННЯ ЛОГІСТИЧНОЇ КОНЦЕПЦІЇ У ЛОГІСТИЦІ КРИЗОВИХ СИТУАЦІЙ

Анотація

У статті розглянуто місце нової області використання логістики – соціальної (суспільної, гуманітарної) у загальній парадигмі всієї сукупності застосувань сучасної логістики. В результаті проведення аналізу наукових публікацій автором встановлено місце одного з напрямів соціальної логістики, а саме логістики кризових ситуацій, у загальній типології сучасних сфер логістики. Проаналізовано нормативно-правову базу з питання поняття «кризова ситуація» та причини кризових ситуацій. Відзначено, що логістика кризових ситуацій як один із напрямів соціальної логістики, за частотою використання входить до групи непередбачуваного використання, і таким чином, отримує неповний розвиток і недостатню наукову підтримку. Досліджено формування логістичного підходу, що використовуються у військовій, комерційній логістиці та логістиці кризових ситуацій. Сформульовано особливості такого підходу для взаємовідносин із постачальниками, обсягами закупівель, у питаннях запасів та розподільчій політиці. Проведені дослідження дозволяють зробити висновок щодо необхідності системи логістичної підтримки гуманітарної діяльності внаслідок високого рівня залежності логістики кризових ситуацій від швидкого і повного забезпечення всім необхідним.

FEATURES OF USING LOGISTICS CONCEPT IN THE LOGISTICS OF CRISIS SITUATIONS

Summary

The article considers the place of innovative uses of logistics – the social (Humanities) in the General paradigm of the totality of the applications of modern logistics. As a result of the analysis of scientific publications, the author found one of the areas of social logistics, namely logistics in crisis situations, in the General typology of modern logistics. Summarizes the main problems and challenges arising in the aftermath of crisis situations. Analyzed the regulatory framework regarding the meaning of "crisis situation" and "causes of the crisis situation". Noted that the logistics of crisis situations as part of the social logistics, the frequency of use included in the group of unpredictable usage, and thus receives an incomplete development and inadequate scientific support. Under these conditions, the discovery of new elements of the relationship and interaction between military logistics, business logistics and logistics of crisis situations is extremely important and timely.
Noted that the overwhelming objective function for models of the social (humanitarian) logistics of crisis situations is the social cost and the cost of deprivation – forced deprivation of an individual or social group to meet their basic needs due to lack of access to basic material goods and social resources: food, housing, medicine, education. Emphasized that during the humanitarian operations to meet the demand and fast delivery must always take precedence over the goal of cost reduction. We investigated the formation of the logistic approach used in military, commercial logistics and logistics of crisis situations. Specific features of this approach to relations with suppliers, volume of purchases, issues, inventory and distribution policy. Specified owners and stakeholder management processes to assist in critical (emergency) situation. The conducted research allows making a conclusion about the necessity of logistical support to humanitarian activities due to the high-level logistics based on crisis situations from the fast and full support with all necessary.
