НАПРЯМИ ПІДВИЩЕННЯ ДІЄВОСТІ МЕХАНІЗМУ РЕГУЛЮВАННЯ ЗОВНІШНЬОЕКОНОМІЧНОЇ ДІЯЛЬНОСТІ ПІДПРИЄМСТВ ЦЕМЕНТНОЇ ГАЛУЗІ УКРАЇНИ
Анотація
У статті запропоновано напрями підвищення дієвості механізму регулювання зовнішньоекономічної діяльності (ЗЕД) підприємств цементної галузі України. Основною метою проведеного дослідження є обґрунтування науково-практичних рекомендацій удосконалення механізму державного регулювання ЗЕД підприємств цементної галузі. З урахуванням виявлених особливостей господарської діяльності та проблем регуляторного характеру визначено пріоритети державного регулювання ЗЕД підприємств цементної галузі за основними групами: збутові, інституційні, інструментальні. Відповідно до визначених пріоритетів державного регулювання детально розглянуто спеціальні інструменти в порядку підвищення рівня релевантності проблемам цементної галузі. Обґрунтовано, що забезпечення дієвості механізму регулювання ЗЕД у галузевому аспекті має виходити з міркувань стану галузі, однорідності статусів її суб’єктного складу, значущості галузі в структурі національного та регіонального продукту, потреб забезпечення її конкурентоспроможності на внутрішньому та зовнішньому ринках, особливо в контексті інтеграційних процесів, у яких бере участь Україна.

WAYS OF IMPROVING EFFICIENCY OF REGULATION MECHANISM OF FOREIGN ECONOMIC ACTIVITY OF UKRAINIAN CEMENT INDUSTRY ENTERPRISES
Summary
The article proposes ways of increasing the effectiveness of the mechanism of regulation of foreign economic activity of the enterprises of the cement industry of Ukraine. The main purpose of the research is to substantiate scientific and practical recommendations for improving the mechanism of state regulation of foreign economic activity of enterprises in the cement industry. The necessity to achieve this goal requires resolution of the following tasks: to determine the priorities of state regulation of foreign economic activity of the enterprises of the cement industry and to offer a set of ways to increase the effectiveness of the mechanism of regulation of foreign economic activity of the enterprises of the cement industry of Ukraine. The object of the research is the process of state regulation of the foreign economic activity of the cement industry under the current conditions. To solve the tasks, which have been set, in order to substantiate the ways to increase the effectiveness of the mechanism of state regulation of foreign economic activity of the cement industry, modern methods of scientific research were used: systematic approach, method of analysis and synthesis, structural-functional method, situational approach, method of modelling the level of risks.
Taking into account the revealed peculiarities of economic activity and problems of regulatory nature, the article defines the priorities of state regulation of foreign economic activity of enterprises of the cement industry in the main groups: marketing, institutional, instrumental. In accordance with the identified priorities of state regulation, special tools have been considered in detail in order to increase the level of relevance to the problems of the cement industry.
The implementation of the proposed regulatory measures in order to increase the effectiveness of the mechanism of state regulation of foreign economic activity of enterprises in the cement industry should lead to the following main goals:
- stimulating increase in export volumes and efficiency, as well as changing its structure in favour of competitive products in the long term;
- promoting the level of international competitiveness of products through the introduction of innovations in their manufacturing;
- creation of preconditions for the accumulation of investment funds by enterprises;
- encouraging enterprises to diversify investment sources;
- encouragement to search for alternative sources of attraction of foreign investments on innovation-technological priorities (needs) of enterprises;
- simplification of import procedures and minimization of tariff barriers to imports of fixed assets, in case their analogues are not being produced in Ukraine.
It is substantiated that ensuring the effectiveness of the mechanism of regulation of foreign economic activity in the sectoral aspect should be based on the considerations of the state of the industry, the homogeneity of the statuses of its subject composition, the importance of the industry in the structure of national and regional product, the need to ensure its competitiveness in the domestic and foreign markets, especially in the context of integration processes, in which Ukraine participates.
