ТЕОРЕТИЧНІ ЗАСАДИ КОГНІТИВНОГО МОДЕЛЮВАННЯ ЕКОНОМІЧНОГО РОЗВИТКУ ТЕРИТОРІЙ

Анотація

Стаття присвячена застосуванню когнітивного моделювання для дослідження економічного розвитку територій. Визначено сутність аналітичних та імітаційних моделей, проаналізовано переваги та недоліки їх застосування. Обґрунтовано ключові закономірності дослідження складних динамічних систем. Запропоновано поетапну послідовність побудови когнітивної карти виявлення проблем економічного розвитку територій. Важливими етапами у даному процесі визначено наступні: підготовчий етап побудови когнітивної карти; визначення основних факторів, що впливають на розвиток системи та відбір найбільш вагомих; визначення сильних і слабких характеристик системи на основі відібраних найбільш вагомих змінних; побудова когнітивної карти на основі відібраних змінних; формулювання можливих сценаріїв розвитку подій та оцінювання їх якості. Доведено, що застосування когнітивної карти дозволить реалізувати імітаційне моделювання сценаріїв економічного розвитку територій.

THEORETICAL FUNDAMENTALS OF COGNITIVE MODELING OF TERRITORIES ECONOMIC DEVELOPMENT

Summary

The article is devoted to the application of cognitive modeling for the study of territories economic development. The essence of analytical and simulation models is determined, the advantages and disadvantages of their application are analyzed. The key patterns of complex dynamic systems research are substantiated, among which: patterns of interaction of parts and the whole; patterns of systems hierarchical ordering; patterns of systems functioning and development; patterns of systems feasibility; patterns of goal setting. It is determined that for modeling complex insufficiently formalized systems it is expedient to use a cognitive approach, which is based on a set of such processes as cognition, thinking, perception, understanding and explanation. It is proved that due to the cognitive regional economy it becomes possible to obtain fundamentally new results on the functioning of economic systems and economic entities, whose behavior could not be explained by traditional approaches and methods. The step-by-step sequence of cognitive map construction of territories economic development is proposed. Important stages in this process are the following: the preparatory stage of building a cognitive map; identification of the main factors influencing the development of the system and selection of the most important ones; determination of strong and weak characteristics of the system on the basis of selected most important variables; construction of a cognitive map based on selected variables; formulation of possible scenarios of events and evaluation of their quality. The application of this cognitive map will allow to implement simulation modeling of territories economic development scenarios. It is determined that balance characterizes the resource opportunities coordination, which allows the region to accumulate and maintain in its structure all the necessary elements that are organized in a certain ratio and interact to achieve the stated goals – to obtain the desired results. It was found that the key factors that have a positive impact on economic development in recent years are: consistently high investment activity; weakening global demand amid intensifying trade wars; growth of the population purchasing power; strengthening the hryvnia exchange rate.
