ФІНАНСОВА БЕЗПЕКА СУБ'ЄКТІВ ГОСПОДАРЮВАННЯ ЯК ВІДОБРАЖЕННЯ СТАНУ ЗОВНІШНЬОГО СЕРЕДОВИЩА
Анотація
Стаття присвячена дослідженню факторів зовнішнього середовища, які визначають рівень фінансової безпеки суб’єктів господарювання. Показано, що фінансова безпека є складною системою, яку доцільно розглядати з позиції її функціональних складових елементів. Розглянуто фактори зовнішнього середовища, які мають визначальний вплив на рівень фінансової безпеки суб’єктів господарювання. Проаналізовано макроекономічну і політичну стабільність в Україні та ступінь залежності від зовнішньої фінансової допомоги як фактори фінансової безпеки. Визначено, що протягом останніх п’яти років рівень макроекономічної і політичної стабільності суттєво знизився через зростання інфляції, збільшення державного боргу та наявність військового конфлікту на сході країні. Проаналізовано ступінь залежності України від зовнішньої фінансової допомоги відносно ВВП. Показано, що ці фактори призвели до формування негативних очікувань у суб’єктів господарювання щодо перспектив їхньої операційної діяльності та майбутніх фінансових результатів.

FINANCIAL SECURITY OF BUSINESS ENTITIES AS A REFLECTION OF THE EXTERNAL ENVIRONMENT
Summary
The article is devoted to the study of external environment factors that determine the level of financial security of economic entities. It is shown that financial security is a complex system, which should be considered from the standpoint of its functional components. The factors of the external environment that have a decisive influence on the level of economic entities financial security are considered. Macroeconomic and political stability in Ukraine and the degree of dependence on external financial assistance as factors of financial security are analysed. The analysis was based on Global Competitiveness Index, Global Peace Index, and Doing Business Index. The level of macroeconomic and political stability has been estimated to have declined significantly over the past five years due to rising inflation, rising public debt, and military conflict in the east. The degree of Ukraine's dependence on external financial assistance in relation to GDP is analysed. According to the Global Peace Index, Ukraine has been in the last twenty countries for the last five years and is one of the most unstable countries in the world. It is noted that without solving the problem of military confrontation in the east of the country, the situation will not improve dramatically. A comparison of Ukraine's external public debt and its gold and foreign exchange reserves has shown that the external public debt in recent years significantly exceeds Ukraine's foreign exchange reserves. According to the Doing Business Index, it is determined that the development of business in Ukraine is facilitated by a simple procedure for obtaining a building permit and lending opportunities; at the same time, the procedures for registration and liquidation of the enterprise, the taxation system, etc. are complicated. It is shown that these factors have led to the formation of negative expectations of business entities regarding the prospects of their operating activities and future financial results. It is determined that in the conditions of growing instability obstacles to the construction and effective functioning of the financial security mechanism are the imperfection of existing methods of diagnosing potential threats and the lack of comprehensive measures to mitigate their impact.
